Amount of$150,000.00 in Contract 25-226 for Trash Collection
Introduction:
This agenda item requests the Council's ratification of the City Manager's decision to exceed
the trash collection contractor's contract limit.
Background:
On May 20, 2025, the City Council adopted Resolution 25-226 authorizing a contract with
Global Emergency Services, LLC (Global) of Beaumont, Texas, to provide trash collection
services on an emergency and/or as-needed basis. The contract included a not-to-exceed amount
of$150,000.00.
Operational Failures and Emergency Conditions.
Beginning on September 17, 2025, the Public Works Solid Waste Division experienced
significant equipment failures that impeded the City's heavy bulk residential trash collection
services. At the same time,the City saw an increase in the volume of residential trash placed at
curbside.
These combined conditions created an urgent operational deficit that posed a potential risk to
public health and safety if not addressed immediately.
Activation of Emergency Contract Authority.
On September 17, 2025, the Public Works Department requested authorization from the City
Manager to activate the emergency trash collection contract with Global pursuant to Contract
25-226. The City Manager approved the activation to mitigate the immediate health and safety
concerns.

Budget Impact:
Due to the scale of assistance required to stabilize residential trash collection operations, Global
has performed additional service work beyond what was originally anticipated. Current
projections indicate that billings for Global's work will total approximately$280,000.00 through
December 2, 2025.
This level of expenditure exceeds the original contract limit of$150,000.00 by $130,000.00,
necessitating formal Council ratification to bring the total authorized amount to $280,000.00.
The additional budgetary impact is $130,000.00, and funding is available in the Solid Waste
Division's Temporary Services account,403-50-305-5476-00-00-000.
Recommendation:
It is recommended that the City of Port Arthur City Council approve Proposed Resolution 24650,
ratifying the City Manager's decision to exceed the contract amount of$150,000.00 in Contract
25-226 for trash collection services by Global Emergency Services, Inc. of Beaumont, Texas.

A RESOLUTION RATIFYING THE CITY MANAGER'S DECISION TO
EXCEED THE $150,000.00 CONTRACT LIMIT UNDER CONTRACT 25-
226 FOR TRASH COLLECTION SERVICES PROVIDED BY GLOBAL
EMERGENCY SERVICES, INC. OF BEAUMONT, TEXAS. FUNDING IS
AVAILABLE IN THE PUBLIC WORKS SOLID WASTE DIVISION'S
TEMPORARY SERVICES ACCOUNT, 403-50-305-5746-00-00-000.
WHEREAS, the Public Works Solid Waste Division periodically requires the assistance
of a contractor to support staff with the collection and disposal of residential trash for compliance
with Texas Commission on Environmental Quality(TCEQ) regulations; and,
WHEREAS, such assistance has been required since September 17, 2025, when the
division's equipment experienced failures and the city saw an increase in the volume of trash
placed at the curbs; and,
WHEREAS, equipment failure compromised the city's heavy bulk residential trash
collection services, creating an urgent need for alternative collection arrangements. If not
addressed immediately, this situation could have posed significant health risks; and,
WHEREAS, on May 20, 2025, the City Council adopted Resolution 25-226 authorizing
the execution of an agreement with Global Emergency Services, LLC for trash collection services
to be provided on an emergency and/or as-needed basis, in an amount not to exceed $150,000.00;
and,
WHEREAS, on September 17, 2025, the Public Works Department requested
authorization from the City Manager to activate the emergency trash collection contract, Contract
25-226, with Global Emergency Services, Inc. of Beaumont, Texas, to address an immediate
public health and safety concern within the City; and,
WHEREAS,the total billings for Global's services are anticipated to reach approximately
$280,000.00 through December 2, 2025, thereby exceeding the original not-to-exceed amount
authorized under Contract 25-226; and,
WHEREAS, it is in the best interest of the City Council to ratify the City Manager's
decision, as documented in Exhibit A, to exceed the $150,000.00 contract limit by an additional
$130,000.00, for a revised total expenditure of$280,000.00.

NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PORT ARTHUR, TEXAS:
THAT,the facts and opinions in the preamble are true and correct; and,
THAT, the City Council of the City of Port Arthur hereby ratifies the City Manager's
decision (Exhibit A) to exceed the $150,000.00 limit of the trash collection service contract with
Global Emergency Services, Inc. of Beaumont, Texas,by$130,000.00 to $280,000.00; and,
THAT, funds are available in the Public Works Solid Waste Division's Temporary
Services Account, 403-50-305-5746-00-00-000; and,
THAT, a copy of the caption of this Resolution be spread upon the Minutes of the City
Council.

RE: Request for Emergency Trash Collection Contract Authorization
The Public Works Department requests authorization to execute an emergency trash collection contract to
address an immediate public health and safety concern within the city.
Equipment failure has compromised the city's heavy-bulk residential trash collection services, creating an
urgent need for alternative collection arrangements. If not addressed immediately,this situation may pose
significant public health risks.
This request qualifies as an emergency procurement under Texas Local Government Code Section 252.047
(emergency work for the health and safety of the general public)because uncollected trash creates breeding
grounds for vectors.
Staff recommends engaging a trash contractor to provide temporary emergency trash collection services.
Your approval is requested to proceed with the emergency procurement of trash collection services under
the terms outlined above. This action is necessary to protect public health and ensure the continuity of
essential city services for our residents. Staff is prepared to implement this contract immediately upon your
authorization and will provide regular status updates throughout the emergency service period.
