RE: PR 24656—Purchase a F450 Flatbed Service Trucks for Pipe Bursting Crews
Introduction:
The intent of this Agenda Item is to seek the City Council's approval for the City Manager to
purchase a new 2026 Ford F-450 Flatbed Service Truck for the Water Utilities Department Pipe
Bursting crews with a total of$76,904.00 from Silsbee Ford of Silsbee, Texas through TIPS
contract.
Background:
The F-450 Flatbed Service Truck is needed by the Water Utilities Water Department Pipe
Bursting crews for every day operations and maintenance activities to efficiently carry out their
pipe bursting duties. The service truck has a TIPS (240901) Cooperative Purchasing Quote of
$76,904.00 for a new 2026 F-450 flatbed service truck from Silsbee Ford of Silsbee, Texas.
Funding is available in Capital Equipment Account No. 405-40-220-8522-00-00-000, Project
No. WS0030.OTH.
Budget Impact:
The total budgetary impact for the flatbed service vehicle truck is$76,904.00 and is available in
Capital Equipment Account No. 405-40-220-8522-00-00-000, Project No. WS0030.OTH.
Recommendation:
It is recommended that City Council approve Proposed Resolution No. 24656 authorizing the
City Manager to purchase a F-450 flatbed service trucks as described/outlined above.

A RESOLUTION AUTHORIZING THE PURCHASE OF A
NEW 2026 F-450 FLATBED SERVICE TRUCK FOR THE
WATER UTILITIES DEPARTMENT PIPE BURSTING
CREWS FROM SILSBEE FORD OF SILSBEE, TEXAS,
THROUGH TIPS CONTRACT NO. 240901, IN THE TOTAL
AMOUNT OF $76,904.00. FUNDS ARE AVAILABLE IN
CAPITAL EQUIPMENT ACCOUNT NO. 405-40-220-8522-00-
00-000, PROJECT NO. WS0030.OTH.
WHEREAS, the Water Utilities Department, the Pipe Bursting crews need a flatbed
service truck for their everyday operations and maintenance activities in order to efficiently carry
out their pipe bursting duties; and,
WHEREAS, Chapter 271 of the Texas Government Code allows a city, by resolution of
its governing body, to participate in cooperative purchasing programs, such as the TIPS
Cooperative Purchasing Program, as an alternative to formal bid process; and,
WHEREAS, pursuant to Resolution No. 12-008, the City of Port Arthur entered into an
interlocal agreement for cooperative purchasing with Region VIII Education Service Center for
participation in the Interlocal Purchasing System (TIPS) Cooperative Purchasing Program; and,
WHEREAS,City staff has solicited a TIPS Contract No. 240901 quote from Silsbee Ford,
of Silsbee, Texas for a new 2026 F-450 Flatbed Service Truck for$76,904.00 (Exhibit"A").
NOW THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PORT ARTHUR, TEXAS:
THAT,the facts and recitals in the preamble are true and correct; and,
THAT, the City Council hereby authorizes the purchase of a new 2026 F-450 Flatbed
Service Truck for $76,904.00 from Silsbee Ford of Silsbee, Texas, through TIPS, for the Water
Department Pipe Bursting crews with funding available in Capital Equipment Account No. 405-
40-220-8522-00-00-000, Project No. WS0030.OTH; and,
