BETWEEN HWY 96 AND 9TH AVE. l 4,,4' _;i VI I f1liur 1, uu INTEROFFICE MEMORANDUM Date: December 1, 2025 To: The Honorable Mayor and City Council Through: Ronald Burton, CPM, City Manager From: Calvin Matthews, P.E., Water Utilities Director RE: PR No. 24684—Ratify and Authorize Final Payment for the Emergency Repair of 12" Sewer Line on Jimmy Johnson Blvd. between Hwy 96 and 9th Ave. Introduction: The intent of this Agenda Item is for the City Council to ratify the additional repairs and authorize the release of final payment to Global Drilling, Inc. of Winnie, Texas for the emergency repair to the 12"sewer located on Jimmy Johnson Blvd between Highway 69/96 and 9th Avenue in the amount of$609,545.21. Background: The 12-inch sanitary sewer line on Jimmy Johnson Boulevard between Highway 69/96 and 9th Avenue has a restriction that is causing the sewer upstream to surcharge, resulting in septic conditions and odors near Motel 6 and the Drainage District No. 7(DD7) Canal. The surcharge extends from the west side of the Sunoco gas station at 9th Avenue back to Highway 69/96 and temporary bypass pumping has been installed to manage the flow. This condition is the result of several sewer lines collapsing approximately 25 feet deep. The original scope of emergency work included bypass pumping, high-pressure cleaning, televising (TV) inspections, directional drilling, CIPP (cured-in-place pipe) repair, and pipe bursting of the collapsed sections. Because City crews do not have the equipment or expertise to perform directional drilling or CIPP installation, the City Manager signed an emergency memo authorizing Global Drilling to complete the work. Immediate repair was required due to public health and safety concerns, as well as the potential for a TCEQ violation. The issue was reported to both the Texas Commission on Environmental Quality (TCEQ) and the Attorney General's Office in connection with the ongoing lawsuit. During the course of the emergency work,it was discovered that additional repairs were required to fully resolve the issue,resulting in costs exceeding the original estimated amount.Key factors driving the cost increases include the repair of the collapsed ductile iron sewer line under the DD7 Canal bridge, which was collapsed and blocked over ten years ago. It requires specialized directional drilling and equipment to replace with HDPE pipe to meet the TCEQ sewer line requirement. Also, significant sinkholes and failed sections along the 24-inch inlet sewer line required additional excavation and replacement, including a 23-foot-deep manhole south of the lift station, complicated by the discovery of an unknown 12-inch ductile iron pipe. A failing brick manhole on the north side of the bridge demanded extensive dewatering and internal grouting due to nearby utilities.These conditions significantly increased labor,equipment needs, and overall project costs. On September 9,2025,Resolution No. 25-385 ratified the emergency repair and also authorized partial payment in the amount $349,336.83 for work completed to date, with additional work ongoing. The work is now completed and Global Drilling, Inc. has submitted final pay invoice for$609,545.21, which brings the total emergency repair to $958,882.04. Budget Impact: The budgetary impact is$609,545.21 and funding in CIP Account 405-40-000-8516-00-00-000, Project No. WS0032.OTH Recommendation: It is recommended that City Council approve PR No. 24684 ratifying the additional repairs and authorizing the final payment of$609,545.21 for the emergency repairs as discussed/outlined above. WHEREAS,the failure of the 12"sewer line at Jimmy Johnson Blvd.between Hwy 69/96 and 9th Avenue caused a section of the sewer to collapse which further resulted in additional repairs, creating an immediate public health and safety issue; and WHEREAS, on September 9, 2025, Resolution No. 25-385 ratified the ongoing emergency repairs and authorized partial payment of$349,336.83 to Global Drilling,Inc. for work completed to date; and WHEREAS, Global Drilling, Inc. has completed the work which includes sewer line repairs, manhole installations,jet cleaning of lift station, by-pass pumping and other related work required to complete the repairs, and has requested final payment of$609,545.21 (Exhibit "A") bringing the total cost of the emergency repair to $958,882.04; and WHEREAS,pursuant to Section 252.022(a)(1)of the Texas Local Government Code,this purchase is authorized because of a public calamity that requires the immediate appropriation of money to relieve the necessity of the municipality's residents or to preserve the property of the municipality; and WHEREAS, it is further authorized pursuant to Section 252.022(a)(2) of the Texas Local Government Code to preserve or protect the public health or safety of the municipality's residents. NOW THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR,TEXAS: THAT,the facts and opinions in the preamble are true and correct; and THAT, the City Council hereby ratifies the additional repairs and authorizes the final payment to Global Drilling, Inc.
