SUBJECT: Designation of 12/26/25 as the City's Floating Holiday, P.O. No. 7381
COMMENTS
Recommendation:
I recommend that the City Council adopt Proposed Ordinance No. 7381, which
designates Friday, December 26, 2025, as the official Floating Holiday for City
employees for the 2025 calendar year.
Background:
In accordance with the City's Personnel Policy (Section 78-184 Official Paid
Holidays), employees are typically given twelve (12) official holidays each year, one
which is a floating holiday to be designated annually by the City Council. Approval of
this recommendation satisfies the referenced policy.
A survey of all City departments was conducted and the majority of the employees
who voted preferred Friday, December 26, 2025, to be designated as the official
Floating Holiday. Attached is a copy of the survey questionnaire.
Budgetary/Fiscal Effect:
None.
Staffing/Employee Effect:
None.
Summary:
I recommend that the City Council adopt Proposed Ordinance No. 7381 designating
Friday, December 26, 2025, as the official Floating Holiday for City employees for
the 2025 calendar year.

SUBJECT: Results of Floating Holiday Survey
The Floating Holiday Survey conducted recently has been
completed. Survey requests were distributed to all departments.
Eighteen (18) departmental surveys were completed and returned,
17 employees preferred Wednesday, December 24, 2025, as the
Floating Holiday, and 213 employees chose Friday, December 26,
2025.
Upon your approval, please initial the attached CAM designating
Friday, December 26, 2025, as the Floating Holiday, sign Proposed
Ordinance No. 7381 and return it to me.

ORDINANCE NO.
AN ORDINANCE DESIGNATING FRIDAY,
DECEMBER 26, 2025, AS AN OFFICIAL PAID HOLIDAY
WHEREAS, pursuant to Section 78-184 of the Code of Ordinances, the schedule
of official paid holidays for City employees includes a floating holiday to be designated by
the City Council; and,
WHEREAS, the City Council has deemed it would be fitting and proper to
designate Friday, December 26, 2025, as an official paid holiday for City employees; now,
therefore,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PORT
ARTHUR, TEXAS:
Section 1. That the City Council does hereby approves and designate Friday,
December 26, 2025, as an official paid holiday for City employees.
Section 2. That being an Ordinance not requiring publication it shall become
effective upon its passage.
Section 3. That a copy of the caption of this ordinance be spread upon the
Minutes of the City Council.
