Account No.620-11-025-5214-00-00-000. Background: Employees are deemed the most valuable asset of the City of Port Arthur by the City Council and administration.Further,the recognition of employee tenure milestones in five(5)year increments is done to not only acknowledge the achievement,but also to thank employees for their ongoing service.This resolution provides for the awarding of a bid to procure Service Awards for employees beginning at five(5)years of tenure and continuing to fifty(50)years of tenure. Service Awards are presented by department heads through fifteen(15)years of service.Employees achieving a tenure of twenty(20)years or greater receive their Service Award during City Council meeting. An independent cost estimate review of the pricing presented for genuine stone Service Awards by Halo Branded Solution, indicated that said pricing was not reasonable.Therefore,the award is to Terryberry of Grand Rapids,Michigan as the lowest and best bidder. Budgetary: The awarding of the bid to purchase Service Awards will have a fiscal impact not to exceed$68,256.00. Funds are available in Account No.620-11-025-5214-00-00-000. A RESOLUTION AUTHORIZING THE PURCHASE OF SERVICE AWARDS FOR CITY OF PORT ARTHUR EMPLOYEES AND AWARDING SAID BID TO TERRYBERRY OF GRAND RAPIDS, MICHIGAN, IN AN AMOUNT NOT TO EXCEED $68,256.00. FUNDS AVAILABLE IN ACCOUNT NO. 620-11-025-5214-00-00-000 WHEREAS, the City of Port Arthur recognizes that its employees are its greatest asset and seeks to honor their dedication and tenure through the issuance of Service Awards in five-year increments; and WHEREAS, in accordance with the City of Port Arthur Purchasing Policy, the City issued a formal solicitation for bids for the service awards for city employees, attached hereto as Exhibit"A"; and WHEREAS, five (5) bids were received in response to the solicitation, and City staff have reviewed and evaluated each submission, with the Bid Tabulation Sheets attached hereto as Exhibit "B"; and WHEREAS, although Halo Branded Solutions submitted the lowest bid, further evaluation determined that its pricing for genuine stone Service Awards was not reasonable when compared to the City's price analysis; and WHEREAS,based on the best value analysis specified in the request for proposals and the overall responsiveness to specifications, the next lowest and best bid was determined to be that of Terryberry of Grand Rapids,Michigan,in an amount not to exceed$68,256.00. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR,TEXAS: Section 1. The facts and opinions in the preamble are true and correct. P.R. The City Council hereby authorizes the purchase of employee Service Awards from Terryberry of Grand Rapids, Michigan, in an amount not to exceed $68,256.00, as reflected in the bid tabulation attached as Exhibit"B",with funding available in Account No. 620-11-025-5214-00-00-000. Section 3. The Purchasing Division is hereby authorized to proceed with the procurement of said Service Awards. Section 4. That a copy of this Resolution be spread upon the Minutes of the City Council.
