RE: P.R. NO. 24697 — A resolution authorizing the City Manager to negotiate an
Agreement with Entergy Texas, Inc. through the Power Through Program for a
Cost-Share Natural Gas Generator
Introduction:
This agenda item intends to seek the City Council's approval of P.R. NO. 24697, authorizing
the City Manager to negotiate an Agreement with Entergy Texas, Inc., through the Power
Through Program for a cost-share installation of a natural gas generator to support
emergency power needs at the Port Arthur Civic Center, located at 3401 Cultural Center
Drive.
Background:
The Port Arthur Civic Center is a vital public facility used for community events, governmental
functions, and as a potential emergency shelter during disasters. Ensuring reliable and
continuous power at this site is critical for maintaining operations during severe weather,
prolonged outages, or other emergency conditions.
Entergy Texas, Inc. offers the Power Through Program, an initiative designed to improve
customer resiliency by installing standby generation assets at qualifying facilities. The
program operates through a cost-share structure, where Entergy funds and owns the
generator equipment, and the participating entity pays a fixed monthly resiliency service
charge over the duration of the contract. This model significantly reduces the upfront capital
investment that would otherwise be required by the City.

Participation in this program would provide the Civic Center with a reliable natural gas
generator capable of supporting essential building operations and protecting public safety
functions. Entergy Texas has expressed interest in partnering with the City of Port Arthur to
evaluate load requirements, placement, system interconnections, and eligibility criteria.
Budget Impact:
Entering negotiations will not obligate the City to any financial commitment.
A detailed fiscal impact, monthly resiliency service charges, term of service, and any City-
incurred installation or site-preparation costs will be provided to the City Council once the
negotiated agreement is finalized and brought forward for approval.
Recommendation:
It is recommended that the City Council approve P.R. NO. 24697, authorizing the City
Manager, or his designee, to negotiate an agreement with Entergy Texas, Inc. through the Power
Through Program for the installation and operation of a natural gas generator serving the Port Arthur
Civic Center.
Upon completion of negotiations, staff will return to the City Council with a proposed
agreement and corresponding fiscal analysis for final consideration.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT
ARTHUR, TEXAS, AUTHORIZING THE CITY MANAGER, OR HIS
DESIGNEE, TO NEGOTIATE AN AGREEMENT WITH ENTERGY TEXAS,
INC., THROUGH ITS POWER THROUGH PROGRAM, FOR A COST-
SHARE INSTALLATION OF A NATURAL GAS GENERATOR AT THE
PORT ARTHUR CIVIC CENTER LOCATED AT 3401 CULTURAL
CENTER DRIVE, PORT ARTHUR, JEFFERSON COUNTY, TEXAS
WHEREAS, the City of Port Arthur ("City") owns and operates the Port
Arthur Civic Center, located at 3401 Cultural Center Drive, which serves as a
critical facility for public assembly, emergency response support, and community
operations; and
WHEREAS, during major weather events, power disruptions, and other
emergency conditions, the reliability of electrical service at the Civic Center is
essential to ensure the continuity of City operations, public safety activities, and
potential sheltering needs; and
WHEREAS, Entergy Texas, Inc. offers the Power Through Program, which
provides participating entities with an opportunity to enhance resiliency by
installing standby generation assets through a cost-share structure that reduces
upfront capital expenditures to the customer; and
WHEREAS, participation in the Power Through Program would allow the
City to secure a natural gas generator that provides enhanced reliability and
operational resiliency for the Civic Center, while minimizing the financial burden on
the City through a shared-cost model; and
WHEREAS, the City Council finds that it is in the best interest of the City to
authorize the City Manager, or his designee, to negotiate an agreement with

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR, TEXAS:
Section 1. That the facts and recitations contained in the preamble of this
Resolution are hereby found to be true and correct and are incorporated by
reference as though fully set forth herein.
Section 2. That the City Council hereby authorizes the City Manager, or his
designee, to negotiate an agreement with Entergy Texas, Inc., through its Power
Through Program, for the cost-share installation of a natural gas generator to serve
the Port Arthur Civic Center located at 3401 Cultural Center Drive, Port Arthur,
Jefferson County, Texas.
Section 3. That upon completion of negotiations, the proposed agreement
shall be presented to the City Council for final review and consideration.
Section 4. That a copy of the caption of this Resolution be spread upon the
Minutes of the City Council.
