Roberts, EIT, MEng,MBA, CPM, Public Works Director RE: P.R. 24681 — Purchase of one (1) Premelter Trailer with Thermoplastic Applicator (Striping Machine) for the Traffic Division for $123,800.00 from Trantex Transportation Products of Houston, Texas, through the Buyboard Cooperative Purchasing Program Introduction: This agenda item requests Council's approval to purchase one (1) premelter trailer with thermoplastic applicator(striping machine) for the Traffic Division. Background: The Public Works Traffic Division(Traffic)maintains the street striping for the City's over 685 miles of streets and for the parking lots on city-owned properties.The Traffic Division maintains an annual street striping contract with a local contractor for$150,000,which covers routine street striping maintenance. This contract amount limits the number of streets that can be striped in a fiscal year. Staff requested the purchase of a premelter trailer with a thermoplastic applicator(street striping machine) to return street striping activities to the Traffic Division and lessen reliance on contractors. The purchase of this equipment is a new request, and it was approved by the city council in the fiscal year ending 2026 equipment schedule. The machine will be funded through the Capital Improvement Fund Equipment Account, 307-21-057-8522-00-10-000. Recommendation: It is recommended that the City of Port Arthur City Council approve PR 24681, authorizing the City Manager to purchase one (1)premelter trailer with thermoplastic applicator (striping machine) for the Public Works Traffic Division from Trantex Transportation Products of Texas, Inc. of Houston, Texas,through the Buyboard Cooperative Purchasing Program. A RESOLUTION AUTHORIZING THE CITY MANAGER TO PURCHASE ONE (1) PREMELTER TRAILER WITH THERMOPLASTIC APPLICATOR (STRIPING MACHINE) FOR THE PUBLIC WORKS TRAFFIC DIVISION FROM TRANTEX TRANSPORTATION PRODUCTS OF TEXAS, INC. OF HOUSTON, TEXAS, THROUGH THE BUYBOARD COOPERATIVE PURCHASING PROGRAM, CONTRACT NO. 703-23, WITH A TOTAL BUDGETARY IMPACT AMOUNT OF$123,800.00.FUNDING IS AVAILABLE IN THE CAPITAL IMPROVEMENT FUND EQUIPMENT ACCOUNT NO.307- 21-057-8522-00-10-000. WHEREAS, Trantex Transportation Products of Texas, Inc. of Houston, Texas, is part of the Buyboard Cooperative Purchasing Program under contract number 703-23 and submitted a competitive quote for one (1) premelter trailer with thermoplastic applicator (striping machine) for $123,800.00, attached hereto as Exhibit A; and, WHEREAS,as stated above,it is in the City's best interest to purchase equipment from Trantex Transportation Products of Texas, Inc. of Houston,Texas, for$123,800.00. NOW, THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR, TEXAS: THAT,the facts and opinions in the preamble are true and correct; and, THAT, the City Manager of the City of Port Arthur is hereby authorized to purchase one (1) premelter trailer with thermoplastic applicator (striping machine) (see Exhibit B for specifications) from Trantex Transportation Products of Texas, Inc. of Houston, Texas, through the Buyboard Cooperative Purchasing Program for$123,800.00; and, THAT,funding for this purchase is to be charged to the Capital Improvement Fund Equipment Account, 307-21-057-8522-00-10-000; and, THAT,a copy of the caption of this Resolution be spread upon the Minutes of the City Council.
