STAFFING Ciry of ort rthu� 7e.rus www.PortArthurTx.gov INTEROFFICE MEMORANDUM Date: November 19, 2025 To: The Honorable Mayor and City Council Through: Ronald Burton, City Manager From: Timothy Duriso, Chief of Police RE: PO 7380—Police Department Staffing Introduction: The purpose of this agenda item is to seek City Council approval to increase the currently authorized sworn staffing level for the Port Arthur Police Department by increasing the number of allotted sworn positions from 129 to 130, for the purpose of establishing one (1) additional Lieutenant position. This position will serve as the Criminal Intelligence Supervisor assigned to the Criminal Investigations Division. Background: The Port Arthur Police Department is currently authorized for 129 sworn officers. Due to the Department's operational expansion in intelligence-driven policing, risk-management oversight, and the establishment of the new Port Arthur Crime Intelligence Center, the Department has identified a critical need for dedicated command-level supervision in these areas. The proposed Criminal Intelligence Supervisor— Lieutenant will fill this need by providing the following: Providing command-level oversight of the Port Arthur Crime Intelligence Center(PACIC). Supervising the collection, validation, analysis, and dissemination of criminal intelligence from internal and external sources. Ensuring actionable intelligence is effectively shared with Patrol, the Criminal Investigations Division, Field Operations Division, Traffic Division, Administrative Division, and regional law enforcement partners. Coordinating real-time crime analysis, strategic crime pattern forecasting, and data-driven policing initiatives. Overseeing the operation and integrity of technology platforms, including: Flock and Flock Camera Systems, which support law enforcement investigations by tracking license plates and identifiable vehicle characteristics. Monitoring Flock alerts and investigative leads related to hot-list vehicles, stolen vehicles, wanted persons, or vehicles exhibiting suspicious movement patterns. Utilizing vehicle fingerprint technology capable of identifying vehicle make, model, color, body type, and distinguishing features—even when a license plate is stolen, obscured, or missing. Disseminating intelligence related to License Plate Recognition(LPR) systems, which capture and read license plates to: Track suspect vehicles connected to criminal incidents. Flag high-risk or wanted vehicles using real-time hot-list comparisons. Improve officer efficiency by automating the identification of vehicles relevant to ongoing investigations. Overseeing the operation and integrity of additional intelligence platforms, including LPR analytics, surveillance system integrations, and intelligence databases. Providing the Criminal Investigations Division and operational divisions with investigative leads, analytical summaries, and case-support research. Budget Impact: The annual salary and total benefit package for one entry level Lieutenant is approximately $116.915. The total annual budgetary impact for the position is the same. However, due to the cost savings caused by the staffing shortfall, the Police Department does not expect this impact to affect the current fiscal year's personnel budget. The funding for this newly created position would come from account 001-17-045-5111-00-30-000. Recommendation: It is recommended that the City Council approve increasing the authorized number of sworn officers allotted to the Port Arthur Police Department from 129 to 130,by adding one(1) Lieutenant position to serve as the Criminal Intelligence Supervisor,to oversee the department's Crime Intelligence Center and ensure organizational compliance with applicable laws, standards, and risk-management protocols. AN ORDINANCE DELINEATING THE NUMBER OF AUTHORIZED POLICE OFFICER POSITIONS IN THE POLICE DEPARTMENT. WHEREAS, the Police Chief has requested an additional Police Lieutenant position to restructure the Police Department; and WHEREAS,the Police Department is seeking City Council approval to exceed the currently authorized sworn staffing level for the Port Arthur Police Department by increasing the number of allotted sworn positions from 129 to 130, for the purpose of establishing (1) additional Lieutenant position. This position will serve as the Criminal Intelligence Supervisor. This position is temporary in nature and will be dissolved through attrition when a future Lieutenant vacancy occurs; and WHEREAS, the Police Department is currently authorized 129 sworn officers. Due to the Department's operational expansion in intelligence-driven policing, risk- management oversight, and the establishment of the new Port Arthur Crime Intelligence Center, the Department has identified a critical need for dedicated command-level supervision in these areas; and WHEREAS, the annual salary and total benefit package for one entry level Lieutenant is approximately $116,915. NOW THEREFORE,BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR,TEXAS: Section 1. That the facts and opinions in the preamble are true and correct. P.O. 7380 JLH 1/19/2025 Section 2. That the following positions are currently authorized: Classification Number of Officers Police Officer 101 Police Sergeant 16 Police Lieutenant 8 Police Captain 0 Deputy Chief 3 Chief of Police 1 Total 129 Section 3. That after passage of this ordinance the number of authorized positions in the Police Department in each classification shall be as follows: Classification Number of Officers Police Officer 101 Police Sergeant 16 Police Lieutenant 9 Police Captain 0 Deputy Chief 3 Chief of Police 1 Total 130 Section 4. That the City Council approve the City Manager to allow the Police Department to increase the currently authorized sworn staffing level by increasing the number of allotted sworn positions from 129 to 130, for the purpose of establishing one(1) P.O. 7380 JLH 1/19/2025 additional Lieutenant position. Funding available in the fiscal year 2025-2026 Regular Earning Account number 001-17-045-5111-00-30-000. Section 5. That all ordinances in conflict herewith are repealed to the extent of conflict only.
