CITY OF PORT ARTHUR UTILITY OPERATIONS DEPARTMENT TO: Stephen Fitzgibbons, City Manager FROM: Kelly Eldridge, Duector of Utility Operations K ~s!,~( //"^^ DATE: November 19, 2009 SUBJECT: Proposed Resolution No. 15636 COMMENTS RECOMMENDATION I recommend that the City Council approve Proposed Resolution No. 15636 authorizing the execution of a construction contract with Central Tank Coating, Inc., ofElgin, IA, for $65,900.00 for Hurricane Ike Damage Repairs to Seven Elevated Water Tanks. BACKGROUND Several elevated storage tanks (EST's) were damaged during Hurricane Ilse. Eazlier this yeaz, the City Council authorized Don S. Reichle & Associates to design and prepare construction plans and specifications to make needed repairs to seven (7) EST's. On November 18, 2009, we opened the following six bids: Bidder Total Bid Diamond Enterprises $87,100. Gloster, MS Plasco Texas, Inc. $77,400. Houston, TX L.C. United Painting $91,500. Sterling Heights MI Utility Service Co. Inc. $79,200. Houston, TX Central Tank Coating, Inc. $65,900. Elgin, IA H&R Enterprises, LLC $72,048.76 Sapulpa, OK The low bid from Central Tank Coating, Inc. meets the advertised specifications and is recommended for award. BUDGET/FISCAL EFFECT The engineer's estimate for this project was $63,800, and FEMA has already submitted Project Worksheets totaling $53,645 for these repairs. Note that FEMA only allowed 50% for some painting, but we will submit the total upon completion. Finance has set up project numbers to correspond with each FEMA PW. STAFF/EMPLOYEE EFFECT Our consulting engineer and City staff will monitor this 50 calendar day contract. SUMMARY I recommend. that the City Council approve Proposed Resolution No. 15636 authorizing the execution of a construction contract with Central Tank Coating, Inc, of Elgin, L4, for $65,900.00 for Hurricane Ike Damage P.R. A RESOLUTION AWARDING A CONTRACT AND AUTHORIZING THE EXECUTION OF SAID CONTRACT IN THE AMOUNT OF $65,900.00 FOR HURRICANE IKE DAMAGE REPAIRS TO SEVEN ELEVATED WATER TANKS BETWEEN THE CITY OF PORT ARTHUR AND CENTRAL TANK COATING, INC., OF ELGIN, IOWA. ACCOUNT N0. 121-2300-901.85-OQ, PROJECT NOS. IKEWTI, IKEWT2, IKEWT3, IKEWT4, IKEWTS, IKEWT6, IKEWT7. WHEREAS, several elevated water storage tanks were damaged during Hurricane Ike; and, WHEREAS, the City Council of the City of Port Arthur deems it necessary to repair these water storage tanks in order to comply with regulatory mandates; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT, the City Council of the City of Port Arthur hereby awazds the contract for Hurricane Ike Damage Repairs to Seven Elevated Water Tanks, to the lowest bidder to-wit; Central Tank Coating, Inc., of Elgin, Iowa; and, THAT the Mayor and City Manager of the City of Port Arthur are hereby authorized to execute on behalf of the City of Port Arthur a contract between the City of Port Arthur and Central Tank Coating, Inc. in the amount of $65,900.00 to be completed within 50 days, a copy attached hereto as Exhibit "A"; and, THAT a copy of engineer's recommendation for awazding the contract to the .lowest responsible bidder is attached hereto as Exhibit "B"; and, THAT the contractor shall not proceed on any phase or segment of this work until a Notice to Proceed is issued; and, THAT the said contract is an exact duplicate of a City Standard Form contract except for the changes (if any) shown in the Certificate of Standard Form Contract, a copy of which is attached hereto as Exhibit "C", and said changes are hereby approved; and, P.R. Six (6) proposals were received and all bid data is shown on the attached Bid Tabulation. The low bidder is Central Tank Coatings, Inc. at their total bid of $65,900.00. Their quoted calendar day completion time is fifty (50) calendar days. We requested and received the attached Central Tank reference list. Several of the references .have been contacted and reports indicate this contractor has the qualifications and experience to handle this City of Port Arthur project. We recommend that the City award the contract to Central Tank Coatings, Inc. at their total bid of $65,900.00 and fifty (50) calendar day completion time. At your direction, we will provide the Notice of Award, assemble the required contract documents and forward to the contractor for their' action and execution.
