Irrigation and Landscaping of Beaumont, TX for the one time cleanup, installation,and repair of landscaping and irrigation at the Spur 93 and Jade Avenue Business Parks in an amount not to exceed$51,836.50; funds available in EDC account no. 120-80-625-5479-00-00-000 The intent of this Agenda Item is to seek the Port Arthur City Council's authorization of the Port Arthur Economic Development Corporation("PAEDC")to engage the services of E.L. Irrigation and Landscaping of Beaumont,TX for the one-time cleanup,installation,and repair of landscaping and irrigation at the Spur 93 and Jade Avenue Business Parks Background: The PAEDC maintains the Spur 93 and Jade Avenue Business Parks, including the irrigation and landscaping of the entrances and signage areas. Currently, the irrigation and landscaping of the two business parks need cleanup,re-installation, and repairs to certain areas. The PAEDC seeks to engage a licensed landscape and irrigation contractor to cleanup,re-install,and repair the irrigation system and landscaping. Quotes were requested from six companies. Three submitted a quote in response. Two of the three submitted their quote per the scope of work requested by the PAEDC. E.L. Irrigation and Landscaping was the lowest quote of the two qualifying quotes. Budgetary Impact: The budgetary impact of this item is $51,836.50. Funds available in the EDC Account No. 120- 80-625-5479-00-00-000 (Business Park Development). Recommendation: It is recommended the Port Arthur City Council approve the Port Arthur Economic Development Corporation to engage the services of E.L. Irrigation and Landscaping of Beaumont, TX for the one-time cleanup, installation, and repair of landscaping and irrigation at the Spur 93 and Jade Avenue Business Parks P.R. No. 24686 12/12/2025 KM RESOLUTION NO. A RESOLUTION APPROVING THE PORT ARTHUR ECONOMIC DEVELOPMENT CORPORATION TO ENGAGE THE SERVICES OF E.L. IRRIGATION AND LANDSCAPING OF BEAUMONT, TX FOR THE ONE TIME CLEANUP, INSTALLATION AND REPAIR OF LANDSCAPING AND IRRIGATION AT THE SPUR 93 AND JADE AVENUE BUSINESS PARKS IN AN AMOUNT NOT TO EXCEED $51,836.50; FUNDS AVAILABLE IN EDC ACCOUNT NO. 120-80-625-5479-00-00-000 WHEREAS, the Port Arthur Economic Development Corporation (the "PAEDC") owns and manages the Spur 93 and Jade Avenue Business Parks in Port Arthur; and WHEREAS, the landscaping in both Business Parks is in need of clean up and reinstallation; and WHEREAS, the irrigation systems in the Spur 93 Business Park are in need of both re- installation and repairs; and WHEREAS, quotes were requested of six (6) licensed landscaping and irrigation companies with a specific scope of work as detailed in Exhibit "A"; and WHEREAS, three quotes were received in response to the request as listed in the quote summary attached hereto as Exhibit"B"; and WHEREAS, two of the quotes were submitted based on the requested scope of work, and one was submitted based on an alternative scope of work; and WHEREAS, at their regular Board meeting of December 1, 2025, the Board of Directors of the PAEDC reviewed the quotes presented and approved acceptance of the lesser of the two quotes that were submitted based on the PAEDC's requested scope of work, and submitted by E.L. Irrigation and Landscaping; and WHEREAS,the work quoted by E.L. Irrigation and Landscaping is for a total amount of $51,836.50 as detailed in Exhibit"C". NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR; TEXAS: Section 1. That the facts and opinions in the preamble are true and correct. Section 2. That the City Council approves the Port Arthur Economic Development Corporation to engage the services of E.L. Irrigation and Landscaping of Beaumont, TX for the one-time cleanup, installation and repair of landscaping and irrigation at the Spur 93 and Jade Avenue Business Parks in an amount not to exceed $51,836.50; funds available in EDC account no. 120-80-625-5479-00-00-000. Section 3. That a copy of the caption of this Resolution be spread upon the Minutes of the City Council.
