NO. 24716 — A resolution authorizing the purchase, delivery, and installation of Furniture for the Animal Services Center located at 3615 Gates Boulevard Introduction: This agenda item intends to seek the City Council's approval of P.R. NO. 24716, authorizing the purchase, delivery, and installation of furniture for the City's newly constructed Animal Services Center, located at 3615 Gates Boulevard, Port Arthur, Jefferson County, Texas, in an amount not to exceed $78,060.57. Background: On February 27, 2024, the City Council approved Resolution No. 24-071, authorizing the City Manager to enter into an agreement with Construction Zone of Southeast Texas, LLC, of Nederland, Texas, for the construction of the City of Port Arthur Animal Services Center. Subsequently, on May 6, 2025, the City Council approved Resolution No. 25-197, granting an extension to allow for the completion of the facility. For the facility to become fully operational and capable of supporting animal shelter operations, administrative functions, and public service activities, the building must be equipped with suitable furniture and furnishings. The proposed purchase includes the necessary furnishings for operational readiness, such as office furniture, workstations, reception furnishings, staff areas, and related items. The proposed procurement will be conducted in accordance with the City of Port Arthur's Purchasing Policy and applicable state laws and regulations governing procurement. Budget Impact: Funding in the amount of $78,060.57, which will include the purchase, delivery, and installation of the Animal Services Center furniture, is available in Capital Projects Account No. 307-13-041-8512-00-10-000; Project No. B00008-OTH, as verified and certified by the Finance Department. Recommendation: It is recommended that the City Council approve P.R. WHEREAS, the City of Port Arthur is nearing the completion of the construction of the new Animal Services Center located at 3615 Gates Boulevard, Port Arthur, Jefferson County, Texas; and WHEREAS, the Animal Services Center is a critical municipal facility that supports animal care, shelter operations, administrative functions, and public interaction; and WHEREAS, in order for the Animal Services Center to become fully operational, the facility must be furnished with appropriate office, reception, staff, and operational furniture; and WHEREAS, the purchase of furniture for the newly constructed Animal Services Center is a necessary and appropriate expenditure to support City operations and ensure the efficient delivery of services to the public; and WHEREAS, Chapter 271 of the Texas Local Government Code allows a city, by resolution of its governing body, to participate in cooperative purchasing programs, such as the Buyboard Cooperative Program, as an alternative to the formal bid process; and, WHEREAS, McCoy Rockford Commercial Interiors of Houston, Texas, will provide, deliver, and install office furniture for the animal services center in an amount not to P.R. Funding available in the Capital Projects Account No. 307-13-041- 8512-00-10-000; Project No. B00008-OTH, as delineated in Exhibit "A"; and, WHEREAS, the city council authorizes the purchase, delivery, and installation of furniture for the animal services center located at 3615 Gates Boulevard from McCoy Rockford Commercial Interiors of Houston, Texas, through Buyboard —Texas Purchasing Cooperative Program Contract No. 767-25, and in accordance with the city's purchasing policies and applicable state law. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR, TEXAS: THAT, the facts and opinions in the preamble are true and correct.
