ORDINANCE NO.
AN ORDINANCE OF THE CITY OF PORT ARTHUR, TEXAS, TO
DELETE CHAPTER 14 BOARDS, AUTHORITIES, COMMISSIONS AND
COMMITTEES,ARTICLE XXIV PORT ARTHUR COALITION FOR THE
HOMELESS/ADVISORY BOARD SECTIONS 14.700 THRU 14.702 OF
THE CODE OF ORDINANCES;AND PROVIDING AN EFFECTIVE DATE
(REQUESTED BY MAYOR MOSES)
WHEREAS, the City of Port Arthur, Texas is a home-ruled municipality in the State of
Texas ("City"); and
WHEREAS, the City does not have an active Port Arthur Coalition for the Homeless /
Advisory Board and seeks to delete it from its Code of Ordinances; and
WHEREAS,the City reserves any and all of its future rights and authority to create a city-
sponsored Port Arthur Coalition for the Homeless/Advisory Board.
NOW THEREFORE,BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF PORT ARTHUR, TEXAS:
Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That Chapter 14. Boards, Authorities, Commissions and Committees,
Article XXIV. Port Arthur Coalition for the Homeless / Advisory Board, Sections 14.700 thru
14.702 of the Code of Ordinances of the City of Port Arthur,Texas, are hereby deleted as follows:
Section 14.700 Created
There is created a Port Arthur Coalition for the Homeless / Advisory Board. The board
position--making-4he--original--appointment-fer-the-unexpired-termMembefs-of--the-Poft-Afthur
Coalition for the Homeless / Advisory Board shall serve without compensation, and all members
of such board shall be sub-ject to rem at the will and pl sure of the city council. Members
shall be appointed for a two year term.
Section 14.701 Duties
The duties of the Port Arthur Coalition for the Homeless/Advisory Board shall be advisory
in nature to the City Council. Its duties, among others, shall be to:
• Address the issues that surround homelessness.
• To work with the community in preventing homelessness.

. ricncing homelessness.
• Creating a homeless response system.
Section ,n 702 Powers
The Port Arthur Coalition for the Homeless / Advisory Board shall meet one time per
month. Since the Board is advisory in nature, a quorum of members is not required to conduct
activities and efforts to help reduce homelessness in Port Arthur.
Section 3. That this Ordinance shall take effect immediately from and after the date of
passage and is so resolved.
Section 4. That a copy of the caption of this Ordinance shall be spread upon the
Minutes of the City Council.

at a Regular Meeting of the City Council of the City of Port Arthur, Texas, by the following vote:
