Project conditions and the owner's requirements will determine whether to use passive or active measures; passive measures do not require city intervention and are recommended whenever possible. Active (or emergency) measures require intervention from city personnel. They are effective only if there is enough warning time to mobilize the labor and equipment necessary to implement them and to evacuate safely. The U.S. Government and FEMA have several studies explaining different levels and methods of flood resistance or floodproofing. Unfortunately, many advertised gimmicks on the market claim to be solutions to floodproofing a building. They are far from an effective method or remote solution to protecting the building and the assets. We at Sigma Engineers believe a solid, structurally designed flood barrier design is the only long-lasting, effective, and maintenance-free solution. Structural factors related to flood characteristics, such as: • Height of maximum flood level. • Velocity of water flow during flood peaks. • Imposed uplift on the structure • Pressures exerted by lateral loads on existing structure • Duration and frequency of floods. With its complement of the structural department, Sigma engineers are well equipped and experienced to determine the loads and their effects on the existing building and perform the required Architectural know-how design and revisions to the existing structure. required is the study of: • Opening in the building • Protection of life safety • Entrance and egress and the ease of floodproofing devices • Windows • Flood-resistant material such as flooring and wall types. • Conditions of walls and treatment to prevent water seepage. Inv." SIGMAENGINEEPS Mechanical, Electrical&Plumbing: • Plumbing & sewer • Roof drains • Protection of electrical devices • Protection of Mechanical equipment and redundancy • Dehumidification The mechanical, electrical, and plumbing consultants were selected because they have proven familiar with our project staff and can coordinate with our structural and architectural departments. Every project starts with a well-documented, comprehensive all-day planning meeting with all departments, consultants, and the owner to identify the scope, methods, and concerns. A path forward is outlined and will be adhered to. Most Recent Floodproofing Experience Sigma Engineers was recently commissioned by KBMT television station to design the floodproofing of their TV studios and corporate offices. The design is completed and will be ready for construction as soon as the budget is approved. This particular design includes a number of entrances to the building and roof drains. It also includes protecting a generator and several satellite dishes. 1E111r. SIGMAENGINEEPS ARCHITECTURAL EXPERTISE Existing Building Renovation and Re-Fit From our inception, we have been heavily involved in restoring existing buildings. Most existing buildings, especially older structures, do not comply with the current load requirements, windstorm, life safety, and accessibility requirements. Ruby Fuller Church, Port Arthur - An existing church building with a balcony that was repurposed to a two-story state-of-the-art classroom and meeting facility for Lamar College Port Arthur. The project's flood prevention scope was extremely important. Previously, the church was continuously flooded. Our civil design and the site's re- design alleviated the flooding issues. This project won two statewide awards. Health Department Building, City of Port Arthur-This is an existing 46,000-square-foot building designed for several government-leased offices. Sigma Engineers repurposed it into a modern health department and medical clinic building with several impressive entrances. The structure's roof was upgraded to withstand new windstorm requirements, and several flood- resistant elements were incorporated into the new design. A large generator will power the building during a hurricane event and loss of power. As our"front man,"they were tough in favor of our best interest with FEMA and always operated with the highest degree of character. They have been a tremendously positive reflection of our organization and community throughout our association. A fundamental premise upon which Sigma operates is that of building strong transparent relationships with all stakeholders. That relationship starts client-centric and grows to encompass other project stakeholders. It is always clear, from the preconstruction meeting through project completion, that Sigma's focus is on the best interest of the client. This fundamental principal is what allows them to operate transparently with contractors and provide exceptional service to their clients. Sigma was the conduit through which all information flowed;procurement-advertisement, scheduling meetings, email communication, change orders, project phase completion and inspection, billing, etc. This process ensured accurate and timely communication, helped keep project timelines in order and reduced conflict. As an example, they organized weekly meetings with FEMA to ensure regular face-to-face contact and communication,to establish and build relationships and to keep projects moving as scheduled. Because of their understanding of FEMA operations, they recommended additional information and drawings for a project that • enabled FEMA to allocate more money than originally expected. As a result of Sigma's leadership and project management, our experience with FEMA, contractors and subcontractors has been positive and productive. The projects have flowed smoothly, communication has been accurate and the burden on our organization has been significantly reduced. Their effort to set clear expectations, build transparent relationships and make the experience more personal is what separates them from other engineering and design f fans.
