Rentals
Introduction:
This agenda item intends to seek the City Council's approval of P.R. NO. 24722, authorizing
the City Manager to enter into an annual agreement between the City of Port Arthur and
Granicus, Inc., through Carahsoft Technology Corp., pursuant to Texas Department of
Information Resources (DIR) Contract No. DIR-CPO-5687, for Host Compliance services to
monitor, permit, collect, and manage short-term rentals (STRs)within the corporate city limits
of Port Arthur.
Background:
Communities nationwide, including the City of Port Arthur, have experienced a rapid increase
in short-term rental activity, leading to growing concerns about neighborhood compatibility,
public safety, quality-of-life impacts, regulatory compliance, and the consistent collection of
hotel occupancy taxes.
On January 14, 2025, the City Council adopted Ordinance No. 25-03, establishing
comprehensive regulations for short-term rentals, including registration and permitting
requirements, minimum conduct standards, enforcement mechanisms, and payment of hotel
occupancy taxes. While the ordinance provides the necessary legal framework, effective
implementation and enforcement require specialized tools to identify unregistered rentals,

monitor compliance across multiple online platforms, manage permitting workflows, and
ensure accurate tax reporting and collection.
Granicus, Inc., through its Host Compliance solution and authorized reseller Carahsoft
Technology Corp., provides a comprehensive, technology-based platform designed
specifically to assist local governments with short-term rental compliance. The proposed
services include automated identification of short-term rental listings, compliance monitoring,
mobile permitting and registration, tax collection tools, rental activity monitoring, and a 24/7
community complaint hotline. These services will significantly enhance the City's ability to
administer and enforce its short-term rental ordinance, improve operational efficiency, and
protect revenue.
The proposed agreement will be procured through the Texas Department of Information
Resources (DIR) cooperative purchasing program, Contract No. DIR-CPO-5687, ensuring
compliance with applicable state procurement requirements.
Budget Impact:
The proposed agreement is structured as an annual contract, subject to renewal and
appropriation of funds by the City Council.
The total projected first-year cost of $26,458.31 includes:
• One-time implementation and setup fees ($7,052.90), associated with system
configuration, onboarding, and deployment of the Host Compliance platform; and
• Annual subscription fees ($19,405.41), which cover ongoing access to the Host
Compliance software, monitoring services, compliance tools, reporting features, and
customer support. These fees are subject to change based on the vendor's annual
pricing.
Funding in the amount of $26,458.31 is available in the Development Services/Inspections
and Permitting Computer Programs Account No. 001-13-035-5450-00-10-000. No additional
budget appropriation is required for the initial contract year.
Recommendation:
It is recommended that the City Council approve P.R. NO. 24722, authorizing the City
Manager to enter into an agreement with Granicus, Inc., through Carahsoft Technology
Corp., for Host Compliance services for short-term rentals, as this agreement will support
effective enforcement of the City's short-term rental ordinance, enhance compliance, improve
revenue collection, and protect neighborhood quality of life.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO
AN ANNUAL AGREEMENT BETWEEN THE CITY OF PORT ARTHUR,
TEXAS, AND GRANICUS, INC., THROUGH CARAHSOFT
TECHNOLOGY CORP., PURSUANT TO TEXAS DEPARTMENT OF
INFORMATION RESOURCES (DIR) CONTRACT NO. DIR-CPO-5687,
FOR HOST COMPLIANCE SERVICES FOR THE MONITORING,
PERMITTING, COLLECTION, AND MANAGEMENT OF SHORT-TERM
RENTALS WITHIN THE CORPORATE CITY LIMITS OF PORT ARTHUR,
JEFFERSON COUNTY, TEXAS, WITH A PROJECTED ANNUAL
BUDGETARY IMPACT OF $26,458.31; FUNDING AVAILABLE IN THE
DEVELOPMENT SERVICES/INSPECTIONS AND PERMITTING
COMPUTER PROGRAMS ACCOUNT NO. 001-13-035-5450-00-10-000
WHEREAS, communities across Texas and throughout the United States,
including the City of Port Arthur, have experienced a growing number of short-term
rentals, which have generated increasing concerns related to neighborhood compatibility,
public safety, housing availability, quality-of-life impacts, regulatory compliance, and the
consistent collection of applicable hotel occupancy taxes; and
WHEREAS, on January 14, 2025, the City Council of the City of Port Arthur
adopted Ordinance No. 25-03, amending the Code of Ordinances to establish regulations
requiring short-term rentals to register, obtain permits, comply with minimum standards
of conduct, and remit hotel occupancy taxes to the City, with an effective date of May 1,
2025; and
WHEREAS, effective enforcement of the City's short-term rental ordinance
requires reliable tools to identify, monitor, permit, collect taxes from, and manage short-
term rental properties operating within the corporate city limits; and
WHEREAS, Granicus, Inc., through Carahsoft Technology Corp., offers a
comprehensive Host Compliance solution that provides automated identification of short-
term rental listings, compliance monitoring, mobile permitting and registration, tax

collection tools, rental activity monitoring, and a 24/7 community hotline to support
enforcement and compliance activities, as delineated in Exhibit "A"; and
WHEREAS, Chapter 271 of the Texas Local Government Code allows a city, by
resolution of its governing body, to participate in cooperative purchasing programs, such
as the Texas Department of Information Resources (DIR) Program, as an alternative to
the formal bid process; and,
WHEREAS, Carahsoft Technology Corp. is an authorized reseller of Granicus
services under Texas Department of Information Resources (DIR) Contract No. DIR-
CPO-5687, allowing the City to procure these services in compliance with state
procurement requirements; and
WHEREAS, Carahsoft Technology Corp. has submitted Quote No. 61723551,
dated December 22, 2025, for Granicus Host Compliance services for the City of Port
Arthur, consisting of one-time implementation services at $7,052.90, and an annual
subscription at $19,405.41, with a total projected first-year cost of $26,458.31, as
delineated in Exhibit "B"; and
WHEREAS, the proposed Host Compliance services directly support the
administration and enforcement of the City's short-term rental ordinance by improving
regulatory compliance, enhancing revenue collection, reducing neighborhood impacts,
and increasing staff efficiency, as outlined in the Granicus Host Compliance proposal
prepared for the City of Port Arthur; and
WHEREAS, funding in the amount of $26,458.31 is available in the Development
Services/Inspections and Permitting Computer Programs Account No. 001-13-035-5450-
00-10-000 to fund this agreement.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PORT ARTHUR, TEXAS:

THAT, the facts and opinions in the preamble are true and correct.
THAT, the City Manager is hereby authorized to enter into an annual agreement
with Granicus, Inc., through Carahsoft Technology Corp., pursuant to Texas Department
of Information Resources (DIR) Contract No. DIR-CPO-5687, for Host Compliance
services for the monitoring, permitting, collection, and management of short-term rentals
within the corporate city limits of Port Arthur, Jefferson County, Texas, with a projected
annual budgetary impact of $26,458.31; funding available in the Development
Services/Inspections and Permitting Computer Programs Account No. 001-13-035-5450-
00-10-000.
THAT, the agreement shall be for a one-year term, subject to annual renewal and
to the appropriation of funds by the City Council.
THAT, a copy of the caption of this Resolution be spread upon the minutes of the
City Council.
