RE: P.O. 7390 —FY25-26 Budget Amendment No. 05
Introduction:
A budget amendment is requested to increase appropriations in the Municipal Court Technology
and Building Fund(104) due to a change in expenditure from General Fund Costs to Municipal
Court Costs. This was changed last year in FY2025, and was not updated for FY2026. There is
a healthy fund balance that will continue to fund the annual Tyler ERP Pro software for the
Municipal Court.
Background:
In the past,all of the purchases for conversion were paid through the Capital Fund(307)and that
included Municipal Court. Recently, the payment was changed so that upkeep and annual
services come from the correct fund account, which in this case, would be the Municipal Court
Technology and Building Fund for which purpose is specific to this use and expenditure.
Budget Impact:
Increased appropriations in the Municipal Court Technology and Building Fund (104) by
$92,000 by using existing fund.
Recommendation:
It is recommended that the City Council approve Proposed Ordinance 7390 to amend the budget
as discussed/outlined above.

ORDINANCE NO.
AN APPROPRIATION ORDINANCE AMENDING THE CITY OF
PORT ARTHUR BUDGET FOR THE FISCAL YEAR BEGINNING
OCTOBER 1, 2025 AND ENDING SEPTEMBER 30, 2026,
INCREASING THE MUNICIPAL COURT TECHNOLOGY AND
BUILDING FUND (104) BY$92,000.
WHEREAS, in accordance with Article XII, Section 2, of the City Charter, the Director of
Finance ensures that budget appropriations are not exceeded; and
WHEREAS, the City Council may make budget amendments for municipal purposes under
Section 102.010 under the Texas Local Government Code; and
WHEREAS, on September 23, 2025,the City Council approved and adopted Ordinance 25-57,
which appropriated the 2025-2026 budget; and
WHEREAS, on October 21, 2025,the City Council approved and adopted Ordinance 25-65,
which, amended the appropriated 2025-2026 budget; and
WHEREAS,on November 18, 2025,the City Council approved and adopted Ordinance 25-69,
which amended the appropriated 2025-2026 budget; and
WHEREAS,on December 2, 2025,the City Council approved and adopted Ordinance 25-70,
which amended the appropriated 2025-2026 budget; and
WHEREAS,on December 16, 2025,the City Council approved and adopted Ordinance 25-77,
which amended the appropriated 2025-2026 budget; and
WHEREAS, the usage of the existing Fund Balance will be for the Municipal Court Tyler
Software; and
WHEREAS,Exhibit"A" shows the fund changes and subsequent revised budget appropriation.
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
PORT ARTHUR,TEXAS:
Section 1. That the facts and opinions in the preamble are true and correct.

Section 2. That the following Fund's Budget be increased as shown:

Section 3. That Section 4 of Ordinance 25-57 is amended to read:
That there be and is hereby appropriated the sum of One Hundred Twenty Two Thousand Dollars
($122,000) for the Municipal Court Technology and Building Fund.
