A RESOLUTION OF THE CITY OF PORT ARTHUR, TEXAS, To ESTABLISH AND IMPLEMENT CITY COUNCIL APPOINTEES'COMMITTEES TO CONDUCT MONTHLY INTERACTIVE ENGAGEMENT PERFORMANCE REVIEWS (REQUESTED BY COUNCILMEMBER HAMILTON-EVERFIELD) WHEREAS, the City Charter of the City of Port Arthur,Texas,provides that the governing body of the City appoints a City Manager,City Attorney,City Secretary,and a Municipal Court Judge,also known as appointees; and WHEREAS, the City Council wants to create individual Council Appointee Committees (CAC) to interact and engage with the Appointees on their duties and responsibilities; and WHEREAS,more specifically,there will be one CAC per appointee.Each CAC will consist of three council members. Each CAC will meet with their assigned appointee on an agreed-upon date, location, and time once per month. Meeting dates and times will be scheduled at least 5 days in advance; and WHEREAS,the purpose of the meeting is for the CAC and appointee to share identified opportunities, determine measurable methods of support, share feedback from both council members and appointees, and implement strategic plans of action approved by the City Council; and WHEREAS,each CAC shall provide a written report and present the strategic plans of action created by each CAC to the City Council to take possible action on during an executive session immediately following their most recent CAC meeting; and WHEREAS,the governing body of the City finds that this is in the best interest of the citizens of Port Arthur. NOw THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR,TEXAS: SECTION 1. That the facts and the above recitals are true and correct and hereby incorporated for all purposes. SECTION 2. That the City Council hereby creates and implements individual City Council Appointee Committees as described above and in substantially the same form as described and proposed in Exhibit 1. Pr" SECTION 3. This Resolution shall take effect immediately from and after the date of passage and is so resolved. SECTION 4. That a copy of the caption of this Resolution shall be spread upon the Minutes of the City Council. This process will assist in removing biases and negative political ideals from our appointee evaluation process. Now that we know better, I encourage us to do better, and follow our law. I am requesting we engage an independent third-party company before the July 15, 2025 General Council Meeting. Simultaneously, I request we implement Our COPA resolution authorizing Council to create individual Council Appointee Committees (CAC). The committees are to be made of three Councilors each using the following process. The CAC will meet with their assigned Appointee on an agreed upon date, location and time once per month. The meeting dates and times will be scheduled at least five business days in advance. Just as the Mayor Pro Tem appointment rotates in May of each year, so shall the CAC using the following schedule over the next three years. The meetings purpose is for Councilors and Appointees to share identified opportunities, identify measurable methods of support, share feedback from both Councilors and Appointees, and implement strategic plans of action approved by Council to address those opportunities over the next 30 days. The CAC shall provide written report and present the strategic plans of action (created by the CAC) for Council to take possible action on during the executive session immediately following their most recent CAC meeting. I have already requested for this process to be added as an amendment to our most recently approved Council Appointee Committee Resolution. I'd appreciate all councilors support on July 15th as the current resolution already passed with unanimous support. Example of Suggested Process: The CAC meets with the City Secretary June 23rd, July 1st, the next General Council Meeting, a written report of the identified opportunities and strategic plans of action are presented; Council takes possible action to approved said the request with expectation of an implemented solution within the next 30 days.
