Introduction:
The intent of this Agenda Item is for the City Council to ratify the repairs and authorize the
payment to Global Drilling, Inc. of Winnie, Texas for the emergency repair to the sewer main
located on Vicksburg Ave. and 5th St. in the amount of$110,000.00.
Background:
The sanitary sewer main on Vicksburg Ave. and 5th St. needed repair after a collapse at a
manhole that receives the 16" Force Main from the 19th St. Lift Station where the trunk main
turns from Vicksburg Ave. to 5th St. The manhole at the collapse receives the 16" trunk main
on Vicksburg Ave., the force main, and a 10" sewer from the south with a 28"discharge sewer
along 5th St.
On November 20, 2025, an Emergency Memo was issued for the repair by Global Drilling, Inc.
and has since completed the repair in the amount of$110,000.00. The scope of work for the
emergency repair included excavation of the area, demolition of the old collapsed manhole,
supplying and installation of a new 72"Manhole,bypass pumping,and restoration of the surface
area including asphalt works.
Budget Impact:
The budgetary impact is$110,000.00 and funding in CIP Account 405-40-000-8516-00-00-000,
Project No. WS0032.OTH
Recommendation:
It is recommended that City Council approve PR No. 24701 ratifying and authorizing the
payment of$110,000.00 for the emergency repairs as discussed/outlined above.

A RESOLUTION RATIFYING THE CITY MANAGER'S
AUTHORIZATION OF AN EMERGENCY WORK AND AUTHORIZING
PAYMENT TO GLOBAL DRILLING, INC., OF WINNIE, TEXAS, FOR
EMERGENCY REPAIRS TO SANITARY SEWER LINES AND A
MANHOLE LOCATED AT VICKSBURG AVENUE AND 5TH STREET,IN
AN AMOUNT NOT TO EXCEED$110,000.00,WITH FUNDING FROM CIP
ACCOUNT NO. 405-40-000-8516-00-00-000 PROJECT NO. WS0032.OTH.
WHEREAS, a failure of the sanitary sewer line at the intersection of Vicksburg Avenue
and 5th Street resulted in the collapse of a manhole, creating an immediate threat to public health,
safety, and municipal infrastructure; and
WHEREAS, the collapsed manhole serves as a critical junction receiving a 16-inch trunk
main along Vicksburg Avenue, a force main from the 19th Street Lift Station, a 10-inch sewer line
from the south, and a 28-inch discharge sewer along 5th Street, thereby necessitating immediate
emergency repair to prevent system failure and environmental harm; and
WHEREAS, due to the emergent nature of the collapse, an Emergency Memorandum
dated November 20, 2025, was issued authorizing immediate repair services by Global Drilling,
Inc., of Winnie, Texas, as attached hereto as Exhibit "A"; and
WHEREAS, Global Drilling, Inc. completed the emergency work, which included
excavation, demolition, and removal of the collapsed manhole, installation of a new 72-inch
manhole, sewer line repairs, bypass pumping, and restoration of the affected surface area,
including asphalt work; and
WHEREAS, Global Drilling, Inc. has submitted an invoice and daily work reports
documenting the emergency repairs in the total amount of $110,000.00, as attached hereto as
Exhibit "B"; and
WHEREAS, pursuant to Section 252.022(a)(1) and 252.022(a)(2) of the Texas Local
Government Code, this purchase is authorized due to a public calamity that requires the immediate
appropriation of money to alleviate the necessity of the municipality's residents or to protect the
property of the municipality; and to preserve or protect the public health or safety of the
municipality's residents.
WHEREAS, it is in the best interest of the City of Port Arthur to ratify the emergency
work performed and to authorize payment for the completed repairs to protect public health, safety,
and critical wastewater infrastructure.

NOW THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PORT ARTHUR,TEXAS:
THAT,the facts and opinions in the preamble are true and correct; and
THAT, the City Council hereby ratifies the City Managers decision to authorize
emergency sewer line and manhole repair work performed by Global Drilling, Inc., of Winnie,
Texas, at Vicksburg Avenue and 5th Street, and authorizes payment in an amount not to exceed
$110,000.00, as delineated in(Exhibit"A"); and
THAT,the funding for this expenditure is available in CIP Account No. 405-40-000-8516-
00-00-000, Project No. WS0032.OTH.
THAT, a copy of the caption of this Resolution shall be spread upon the Minutes of the
Meeting of the City Council.

RE: Approval for Emergency Repair to Sanitary Sewer Main on Vicksburg at 5th St.
A sanitary sewer main on Vicksburg Ave. at 5th St.is in need of immediate repair.This is a main
trunk line that conveys sewage from a large portion of the city. The main has collapsed at a
manhole that receives the 16"Force Main(FM) from 19th St. Lift Station where the trunk main
turns from Vicksburg Ave. to 5th St. The manhole at the collapse receives the 16"trunk main
on Vicksburg Ave.,the force main, and a 10"sewer from the south with a 28"discharge sewer
along 5th St.
Emergency approval is requested of the City Manager to hire Global Drilling to repair of 16"
sanitary sewer lines,manhole,and force main, and approve the purchase of materials for this
repair.
A total cost of$110,000 is estimated for the repair. A proposed resolution will be presented
to City Council for ratification.
