RE: PR 24743 Reappointing Members to the Port Arthur Library Board
Introduction:
The Port Arthur Library Board is established pursuant to Article XVII of the Code of Ordinances of the City
of Port Arthur. In accordance with Section 14-553 (Terms; Vacancies), members of the Library Board serve
staggered three-year terms to ensure continuity and effective governance. The composition of the Board and
the appointment and reappointment process are further governed by Section 14-552 (Composition).
The current terms of certain members of the Port Arthur Library Board are scheduled to expire on March 1,
2026. The existing membership and term expirations are reflected in Exhibit "A" to the accompanying
resolution.
Proposed action:
The Mayor has submitted reappointments to fill the expiring positions on the Port Arthur Library Board and
to the Friends of the Port Arthur Public Library. The proposed reappointments are as follows:
Port Arthur Library Board
• Position 2: Laura Casmore Term expiring March 1, 2029
• Position 4: Rhonda Bell Term expiring March 1, 2029
• Position 6: Dr. Lawanda Finney Term expiring March 1, 2029
Friends of the Port Arthur Public Library
• Position 2: Randolph A. Haltom Term expiring March 1, 2029
The proposed composition of the Port Arthur Library Board following these reappointments is set forth in
Exhibit "B" to the resolution.
Budget Impact:
None
Recommendation:
It is recommended that the City Council approve the reappointment of the Library Board Members whose
terms will expire on March 1, 2026.

RESOLUTION NO.
A RESOLUTION REAPPOINTING MEMBERS TO THE
PORT ARTHUR LIBRARY BOARD AND TO THE
FRIENDS OF THE PORT ARTHUR PUBLIC LIBRARY
WHEREAS, the Port Arthur Library Board is established pursuant to Article XVII of the
Code of Ordinances of the City of Port Arthur; and
WHEREAS, pursuant to Article XVII (Library Board), Section 14-553 (Terms;
Vacancies) of the Code of Ordinances, members of the Library Board serve three-year terms,
which are staggered to ensure continuity of service; and
WHEREAS, the composition of the Library Board and the procedures governing appointments
and reappointments are further governed by Article XVII, Section 14-552 (Composition) of the
Code of Ordinances; and
WHEREAS, as reflected in Exhibit"A,"the current terms of the existing members of the
Port Arthur Library Board, specifically Positions 2, 4, and 6, are scheduled to expire on March 1,
2026; and
WHEREAS,the Mayor has nominated the following individuals to the Port Arthur Library
Board for three-year terms expiring March 1, 2029:

Position 6: Dr. Lawanda Finney March 1, 2029
WHEREAS, the Friends of the Port Arthur Public Library have moved to reappoint the
following individual to serve on the Friends of the Port Arthur Public Library for a term expiring
March 1, 2029:
Position 2: Randolph A. Haltom March 1, 2029
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR,
TEXAS:
Section 1. That the facts and opinions in the preamble are true and correct.
Section 2: That the City Council hereby confirms and consents to the reappointments to
the Port Arthur Library Board and the Friends of the Port Arthur Public Library as set forth herein
and as reflected in Exhibit"B,"pursuant to Article XVII, Sections 14-552 and 14-553 of the Code
of Ordinances.
Section 3: That this Resolution shall become effective immediately upon passage.
Section 4: That a copy of this caption of this Resolution shall be spread upon the Minutes
of the City Council.
