RE: P.R. 24772 —Texas Parks and Wildlife Local Grant Program—Directed Grant
Application for Lincoln Park
Introduction:
The intent of this Agenda Item is to request the City Council's approval of P.R. No. 24772
authorizing the City Manager to apply for the Texas Parks and Wildlife Local Park Directed
Grant for park improvements to Lincoln Park.
Background:
The City of Port Arthur has been identified as a directed grant recipient in the General
Appropriations Act of the 89th Texas Legislative Session through HB 500 Legislative Rider
Funding. This designation provides the City with an opportunity to secure funding through the
Texas Parks and Wildlife Department for park improvements without the traditional competitive
grant process.
The proposed funding will be used to enhance Lincoln Park by upgrading the basketball court,
installing new swings, and adding covered shade structures over the picnic tables. Pursuing this
directed grant will allow the City to leverage state resources to support ongoing park
enhancement efforts while minimizing the impact on local funding sources. Funding for this
grant can be requested in advance.
Budget Impact:
None
Recommendation:
It is recommended that the City Council approve P.R.No. 24772 authorizing the City Manager
to apply for the Texas Parks and Wildlife Local Park Directed Grant for park improvements to
Lincoln Park.

RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY MANAGER TO APPLY FOR
THE TEXAS PARKS AND WILDLIFE LOCAL PARK DIRECTED GRANT
FROM THE GENERAL APPROPRIATIONS ACT OF THE 89TH TEXAS
LEGISLATIVE SESSION FOR PARK IMPROVEMENTS TO LINCOLN
PARK
WHEREAS,the City Council has made "quality of life" for citizens a priority; and,
WHEREAS, the City of Port Arthur is listed as a directive grant recipient in the General
Appropriations Act of the 89th Texas Legislative Session; and,
WHEREAS, the funding is provided by HB500 Legislative Rider; and,
WHEREAS, no match is required for this grant; and,
WHEREAS, the City of Port Arthur wishes to apply for the Texas Parks and Wildlife
Local Park Directed Grant from the General Appropriations Act of the 89th Texas Legislative
Session for Park Improvements to Lincoln Park; and,
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PORT ARTHUR, TEXAS:
Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That the City Council hereby authorizes the City Manager to apply for the
Texas Parks and Wildlife Local Park Grant Program — Directed Grant from the General
Appropriations Act of the 89th Texas Legislative Session for Park Improvements to Lincoln Park.
Section 3. That a copy of the caption of this Resolution be spread upon the Minutes
of the City Council.
