RE: P.R. 24768 —Authorization to for FY27 Project Safe Neighborhood Grant
Introduction:
The intent of this agenda item is to seek authorization for the City Manager to confirm his
decision to allow the Police Department to apply for the Fiscal Year 2027 Project Safe
Neighborhoods (PSN) Grant.
Background:
The U.S. Department of Justice has made funding available through the Fiscal Year 2027
Project Safe Neighborhoods Grant Program. The PSN grant program is designed to foster and
strengthen partnerships between federal, state, and local law enforcement agencies, including
the United States Attorney's Office and entities within each federal judicial district. These
partnerships also include community stakeholders, victims' advocates, and researchers, all
working collaboratively to create safer neighborhoods through the sustained reduction of
violent crime.
The Police Department feels that it would be int the best interest of the citizens of Port Arthur
to apply for the Fiscal Year 2027 Project Safe Neighborhood Grant.
Budget Impact:
There is no budgetary impact to the City. The Project Safe Neighborhoods Grant is 100%
federally funded and does not require a local match.

Recommendation:
It is recommended that City Council authorize the City Manager to confirm his decision and
allow the Police Department to apply for the Fiscal Year 2027 Project Safe Neighborhoods
Grant Program, as discussed and outlined above.

RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY MANAGER TO ALLOW
THE POLICE DEPARTMENT TO APPLY FOR THE FY 27 PROJECT
SAFE NEIGHBORHOOD GRANT, WITH NO CASH MATCH.
WHEREAS, the U. S . Department of Justice has made funding
available through the Fiscal Year 2027 Project Safe
Neighborhoods (PSN) Grant Program to support collaborative
efforts aimed at reducing violent crime; and
WHEREAS, the Project Safe Neighborhoods Grant fosters
partnerships among federal, state, and local law enforcement
agencies, the United States Attorney' s Office, community
stakeholders, victims' advocates, and researchers to enhance
public safety; and
WHEREAS, the program develops evidence-based and data-
driven intervention and prevention initiatives, including
juvenile justice projects and activities which may include
street-level outreach, conflict mediation, provision of
treatment and social services, and the changing of community
norms, in order to reduce violence; and
WHEREAS, the program also collects data on outcomes
achieved through the Program, including the effect on the
violent crime rate, incarceration rate, and recidivism rate;
and
WHEREAS, the Police Department feels that it would be in
the best interest of the citizens of Port Arthur to apply for
the said grant; and
WHEREAS, there is no match requirement for the grant;
however, projects must begin on or after 10/1/26 and will
be on a reimbursable cost basis; and
WHEREAS, the City Council designates the City Manager as
the grantee' s authorized official . The authorized official
is given the authority to apply for, accept, reject, or
terminate such grant funding on behalf of the City of Port
Arthur.

NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR, TEXAS:
Section 1. That the facts and opinions in the preamble
are true and correct .
Section 2 . The City Council authorizes the City Manager
to confirm his decision and allow the Police Department to
apply for the FY27 Project Safe Neighborhood Grant .
Section 3 . That a copy of the caption of this resolution
shall be spread upon the Minutes of the City Council .
READ, ADOPTED AND APPROVED on this day of February,
A.D. , 2026, at a Regular Meeting of the City Council of the
