Notice is hereby given that the Board of Directors of the Downtown TIRZ #1 will hold a meeting in Port Arthur, Texas, on Thursday, February 19, 2026, at 2:00 p.m., at Port Arthur
City Hall, 5th Floor Council Chambers, 444 4th Street, Port Arthur, Texas 77640. The Meeting will also be held By Telephonic and Videoconference, In Addition To Allowing In Person
Attendance. A Quorum Of The TIRZ Board Will Be Physically Present In The City Council Chambers, Fifth Floor, City Hall, 444 Fourth Street, Port Arthur, Texas. The Public May

3. Approval of Minutes from the previous Downtown Tax Reinvestment Zone TIRZ #1 Board Meeting held on Thursday, October 24, 2024, at 2:30 p.m.
4. Welcoming of the new Board Member from the City of Port Arthur City Council, Mayor Charlotte Moses. 5. Report from the Finance Director regarding the Downtown Tax Increment Reinvestment Zone (TIRZ #1) financial budget.
6. Discussion and possible action regarding short-term goals and objections.
7. Discussion and possible action to issue Request For Qualifications for Downtown Tax Increment Reinvestment Zone (TIRZ#1) Consultant.
8. Discussion regarding expanding or creating a Tax Increment Reinvestment Zone for
Pleasure Island.
9. Presentation and Discussion regarding the City Ordinance for Downtown Vacant Building
Registration.
10. Presentation and Discussion regarding the City Ordinance for Minimum Property
Standards.
11. Adjournment.
