RE: P.O. 7398 —FY25-26 Budget Amendment No. 06
Introduction:
A budget amendment is requested to increase appropriations in the Public Safety Emergency
Fund (107) due to a grant award. Also, there will need to be a transfer with no increased
appropriation from General Fund Police Department for the match.
Background:
The Police Department submitted and was awarded the Body-Worn Camera grant program for
a total of$132,861.60. Of that amount, $99,262.20 is the grant portion, and $33,095.40 is the
match portion from General Fund that will be transferred.
Budget Impact:
Increased appropriations in the Public Safety Emergency Fund (107) by $132,862 through a
General Fund Transfer from the Police Department of$33,095.40, and increase of funds from
grant.
Recommendation:
It is recommended that the City Council approve Proposed Ordinance 7398 to amend the budget
as discussed/outlined above.

ORDINANCE NO.
AN APPROPRIATION ORDINANCE AMENDING THE CITY OF
PORT ARTHUR BUDGET FOR THE FISCAL YEAR BEGINNING
OCTOBER 1, 2025 AND ENDING SEPTEMBER 30, 2026,
INCREASING THE PUBLIC SAFETY EMERGENCY FUND (107)
BY$132,382.
WHEREAS, in accordance with Article XII, Section 2, of the City Charter, the Director of
Finance ensures that budget appropriations are not exceeded; and
WHEREAS, the City Council may make budget amendments for municipal purposes under
Section 102.010 under the Texas Local Government Code; and
WHEREAS,on September 23, 2025,the City Council approved and adopted Ordinance 25-57,
which appropriated the 2025-2026 budget; and
WHEREAS,on October 21, 2025,the City Council approved and adopted Ordinance 25-65,
which, amended the appropriated 2025-2026 budget; and
WHEREAS, on November 18, 2025,the City Council approved and adopted Ordinance 25-69,
which amended the appropriated 2025-2026 budget; and
WHEREAS,on December 2, 2025, the City Council approved and adopted Ordinance 25-70,
which amended the appropriated 2025-2026 budget; and
WHEREAS,on December 16, 2025,the City Council approved and adopted Ordinance 25-77,
which amended the appropriated 2025-2026 budget; and
WHEREAS, on January 27,2026,the City Council approved and adopted Ordinance 26-02,
which amended the appropriated 2025-2026 budget; and
WHEREAS,the new funding from a grant award will include the General Fund match and grant
amount; and
WHEREAS,Exhibit"A" shows the fund changes and subsequent revised budget appropriation.

NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
PORT ARTHUR,TEXAS:
Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That the following Fund's Budget be increased as shown:

Section 3. That Section 4 of Ordinance 25-57 is amended to read:
That there be and is hereby appropriated the sum of Two Hundred Seven Thousand Three Hundred
Eighty Two Dollars($207,382) for the Public Safety Emergency Fund(107).
