Te.CaS INTEROFFICE MEMORANDUM Date: February 4, 2026 To: The Honorable Mayor and City Council Through: Ronald Burton, CPM, City Manager From: Calvin Matthews, P.E., Water Utilities Director RE: PR 24568 —MarMac Low Dose System Pilot Program for Water Purification Plant Introduction: The intent of this agenda item is to authorize the City Manager to execute a pilot program for the MarMac Low Dose System from Vision Equipment of Houston, Texas for the Water Purification Plant. Background: The Water Purification plant uses chemicals such as polymers to treat raw water to provide clean and safe drinking water to the citizens of Port Arthur. The optimization of polymers used is important to improve the operating efficiency of the water treatment plant and reduce chemical costs. Vision Equipment of Houston, Texas has proposed the MarMac Low Dose System pilot program to offer a way to optimize operation and reduce chemical cost. They have also provided a letter outlining the patented LowDose system exclusively provided by Vision Equipment. Furthermore, Vision Equipment has demonstrated a history of dependable service to the City. The pilot program duration will be for 45 days. The total budgetary impact for the pilot program is $66,000.00. Budget Impact: The total budgetary impact is$66,000.00 and funding is available in Water Purification Account No. 410-40-210-5318-00-00-000. Recommendation: It is recommended that the City Council approve Proposed Resolution No. 24568, approving the execution of the MarMac Low Dose System Pilot Program from Vision Equipment, as discussed/outlined above. WHEREAS, the Water Purification plant uses chemicals such as polymers to treat raw water to provide clean and safe drinking water to the citizens; and, WHEREAS, optimizing polymers used in the Water Purification plant is important to improve the operating efficiency of the water treatment plant and reduce chemical costs; and, WHEREAS, Vision Equipment of Houston, Texas has submitted a proposal for the MarMac Low Dose System Pilot program to optimize chemical dosing for a pilot duration time of 45 days and with a total budgetary impact of$66,000.00; and, WHEREAS, Vision Equipment of Houston, Texas has demonstrated a history of dependable service to the City and is the sole supplier for the patented MarMac LowDose system; and, WHEREAS, it is in the best interest for the City to implement the pilot program as proposed by Vision Equipment of Houston, Texas. Will require access to SCADA. • Power supply 110V single phase (2 outlets). • SCADA integration and access to coagulant dosing pump(see attached tag list) 3.0 Equipment Supply • Deliver to site: One (1) MarMac Water LowDoseTM Control Panel One (1)Zeta potential analyzer enclosure One (1)Anton Paar Online LitesizerTM Zeta Potential Analyzer 4.0 Endress Hauser On-line Colorimeter The City is interested in on-line analysis of color and the potential to automate coagulant dose during exceptional rainfall events. We recommend that the City contract separately with Endress Hauser regarding"trial demonstration"or lease. To determine the effectiveness of on-line color detection in a drinking water plant,the main goal is to determine if this can be successful. Upon successful operation, automating coagulant dosing can be incorporated into the permanent LowDoseTM supply. This testing should be separate from our LowDoseTM trial however can be run concurrently. 5.0 Integration Verification Pre-start-up Virtual coordination between MarMac Water integrator and Client integrator. MarMac Water control panel can be accessed remotely via cell modem. Connection will be disconnected when completed. Marmac Water will request approval from client before connecting for any remote access. MarMac Water 6.0 Start-up Assistance MarMac Water representative will be on-site for installation assistance and start up/monitoring for minimum four(4) days during start-up. Includes continuous monitoring and support throughout the demonstration. Additional support as needed, no additional cost. 7.0 Demonstration Protocol MarMac Water will provide a Draft Pilot Protocol for review by the City. The primary goal of the demonstration is to utilize the LowDoseTM system to reduce coagulant demand and associated operating costs while maintaining or potentially improving filter performance(run time). 8.0 Operator Training MarMac Water will provide operator training for all shifts. The City shall designate an operator(s)who will be responsible for providing daily checks, maintenance when required and providing updated operating data to MarMac Water. 9.0 Deliverables • Detailed Demonstration Testing Report upon completion of the demonstration. 10.0 Duration • Forty five(45) days 11.0 Objectives, Goals The objective of the demonstration is to optimize/lower coagulant dose demand. The City presently doses an aluminum chlorohydrate/polymer blend. The City will provide information showing present dose demand in gallons per processed flow(mgd).
