Duriso, Chief of Polic 4:4 t e RE: PR 24797 Authorization for City Manager to negotiate a Contract with The LaBiche Architectural Group, Inc. —RFQ P26-004 (Design for Renovation of Metal Building into a Training Facility at the Port Arthur Gun Range) Introduction: The intent of this Agenda Item is to seek the City Council's approval for the City Manager to negotiate a professional services agreement with LaBiche Architectural Group, Inc.,Beaumont, Texas, for architectural and engineering services related to the renovation of a metal building into a Training Facility at the Port Arthur Gun Range. Background: The City issued RFQ P26-004 seeking qualified architectural and engineering firms to provide design services for the renovation and conversion of the metal building at the Port Arthur Police Department Gun Range into a functional training facility. Three (3) statements of qualification were received on December 17, 2025. An evaluation committee reviewed and scored each submission based upon the published criteria in the RFQ, including experience with similar public safety facilities, technical competence, project approach, and demonstrated capacity to perform. Based on the evaluation matrix, LaBiche Architectural Group, Inc., of Beaumont, Texas, received the highest overall ranking and was determined to be the most qualified firm. Budget Impact: Funding for design services will be allocated from Capital Improvement Fund Account No. 307- 17-045-8512-00-30-000. The final contract amount will be determined through negotiations and must align with available budget authority. Recommendation: It is recommended that the City Council approve the City Manager to negotiate a professional services agreement with The LaBiche Architectural Group, Inc., Beaumont, Texas, for RFQ P26-004, design and renovation services of the Port Arthur Police Department Gun Range and Training Facility. A RESOLUTION AUTHORIZING THE CITY MANAGER TO NEGOTIATE A PROFESSIONAL SERVICES AGREEMENT WITH LABICHE ARCHITECTURAL GROUP, INC. FOR ARCHITECTURAL AND ENGINEERING DESIGN SERVICES RELATED TO THE RENOVATION OF THE PORT ARTHUR GUN RANGE METAL BUILDING INTO A TRAINING FACILITY WHEREAS,the City of Port Arthur issued Request for Qualifications(RFQ)No. P26-004 for professional architectural and engineering services for the renovation of an existing metal building at the Port Arthur Gun Range to be outfitted as a Training Facility, as attached hereto as Exhibit "A"; and WHEREAS, three(3) statements of qualifications were received on December 17, 2025, and were evaluated in accordance with the City's established procurement procedures and applicable Texas law governing the procurement of professional architectural and engineering services; and WHEREAS, following review and scoring based on the published evaluation criteria, LaBiche Architectural Group, Inc., of Beaumont,Texas, was determined to be the most qualified firm and received the highest overall ranking, as reflected in the evaluation matrix attached hereto as Exhibit "A"; and WHEREAS,pursuant to the Professional Services Procurement Act(Texas Government Code Chapter 2254), professional architectural services must be procured on the basis of demonstrated competence and qualifications, with fees to be negotiated after selection of the most qualified firm; and WHEREAS, the City Council desires to authorize the City Manager to enter into negotiations with LaBiche Architectural Group, Inc. for a professional services agreement for the design and renovation of the Port Arthur Police Department Gun Range metal building into a Training Facility, with any final agreement to be presented to the City Council for approval; and WHEREAS, funding for design services will be allocated from Capital Improvement Fund Account No. 307-17-045-8512-00-30-000. The final contract amount will be determined through negotiations and must align with available budget authority. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR, TEXAS: P.R. No. 24797 JLH- TNR 02/11/2026 SECTION 1. That the facts and opinions in the preamble are true and correct. SECTION 2. The City Manager is hereby authorized to negotiate a professional services agreement with LaBiche Architectural Group, Inc. for architectural and engineering design services associated with RFQ P26-004, Renovation of Metal Building into a Training Facility at the Port Arthur Gun Range. SECTION 3. Any negotiated professional services agreement shall be presented to the City Council for review and final approval prior to execution. SECTION 4. Funding for design services will be allocated from Capital Improvement Fund Account No. 307-17-045-8512-00-30-000. The final contract amount will be determined through negotiations and must align with available budget authority. SECTION 5.The City Secretary is directed to include the caption of this Resolution in the official minutes of the City Council.
