Introduction:
The City Council is being asked to approve P.R. No. 24814 authorizing the City Manager or his
designee to negotiate a contract with Sigma Engineers of Beaumont, Texas for Design Services
related to the second-floor renovation of the Pleasure Island Office located at 520 Pleasure
Pier Boulevard.
Background:
The Pleasure Island Office was constructed more than thirty-seven years ago and has
experienced considerable wear and tear overtime. Multiple storms have caused damage to the
roof and ceiling, resulting in ongoing deterioration. In accordance with Resolution 23-509, a
metal roof was installed to resolve the leaking issues; however, interior repairs are still needed.
Several rooms are currently not in use due to their prior functions. With appropriate renovations,
these spaces can be restored and utilized to improve operational efficiency. Additionally, the
restroom facilities require upgrades to ensure compliance with ADA standards.
Budget Impact:
None
Recommendation:
It is recommended that the City Council approve P.R. No. 24814, authorizing the City Manager
or his designee to negotiate a contract with Sigma Engineers of Beaumont, Texas, for design
services related to the second-floor renovation of the Pleasure Island Office.

A RESOLUTION AUTHORIZING THE CITY
MANAGER OR HIS DESIGNEE TO NEGOTIATE A
CONTRACT WITH SIGMA ENGINEERS OF
BEAUMONT, TEXAS, FOR DESIGN SERVICES
RELATED TO THE SECOND FLOOR RENOVATION
OF THE PLEASURE ISLAND OFFICE LOCATED AT
520 PLEASURE PIER BOULEVARD, PORT ARTHUR,
TEXAS.
WHEREAS, the Pleasure Island Office was constructed more than thirty-seven years ago
and has experienced considerable wear and tear overtime; and
WHEREAS, multiple storms have caused damage to the building, resulting in ongoing
deterioration; and
WHEREAS, per Resolution 23-509, a metal roof was installed to resolve the leaking
issues; however, interior repairs are still needed; and
WHEREAS, additionally, the restroom facilities require upgrades to ensure compliance
with ADA standards; and
WHEREAS, the City of Port Arthur published a Request for Qualifications (RFQ) in the
Port Arthur News on May 14, 2025, and May 21, 2025, for the design services related to related
to the second-floor renovation of the Pleasure Island Office as delineated in Exhibit"A"; and
WHEREAS, the City of Port Arthur received qualifications statements from three (3)
firms on June 25, 2025; and
WHEREAS, the RFQ evaluation committee, after reviewing the submitted statements
and applying the published evaluation criteria, recommends Sigma Engineers, of Beaumont,
Texas to provide these services as outlined in Exhibit"B"; and
WHEREAS, staff recommends that it is in the best interest of the citizens of Port Arthur
to authorize the City Manager to negotiate a contract for these services, subject to approval by
the City Council.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR,TEXAS:
Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That the City Manager or his designee is hereby authorized and directed to
negotiate a contract on behalf of the City of Port Arthur with Sigma Engineers of Beaumont,
Texas for design services related to the second-floor renovation of the Pleasure Island Office 520
Pleasure Pier Boulevard, Port Arthur, Texas.

a. Experience of Team
Sigma Engineers has provided full-service architectural and engineering design services
for over 33 years, with a proven track record of successful project delivery across
Southeast Texas and beyond. Our firm includes 3 Registered Professional Engineers
licensed in Texas, as well as a highly capable in-house team of architects, architectural
designers, structural designers, and support staff.
We have completed 17 projects of similar scope, function, and complexity, ranging from
public event centers, restaurants, entertainment complexes, country clubs,to
government buildings and civic facilities, demonstrating our technical capacity and
familiarity with municipal design requirements. For this project, we do not anticipate the
need to hire any additional staff. Our current team has both the experience and the
availability to begin work immediately and provide uninterrupted service through project
completion. In the following pages, you will find the profiles of the selected individuals
proposed to work on this project.
b. Experience of Firm
Sigma Engineers has served Southeast Texas and the surrounding region for over 33
years, delivering full-service engineering and architectural solutions to public and private
sector clients. The firm's accomplishments include the President currently being the Chair
of the Texas State Board of Professional Engineers, overseeing 80,000 engineers in the
entire state of Texas. Our firm is also licensed in multiple provinces in Canada. Last year
we won the Landmark Award for best public assembly project and CMAA awarded us for
project excellence on the Lamar State College Port Arthur Ruby Fuller Project. We have a
strong track record of success on municipal projects that are similar in size, scope and
intricacies to the proposed Pleasure Island Commission Building.
Our portfolio includes the design of civic facilities, event spaces, community buildings
with banquet halls, emergency response centers, commercial offices, restaurant spaces,
as well as renovations and adaptive reuse of existing buildings to meet evolving civic

Dr. Sina Nejad of Beaumont,Texas, is the founder and president
of Sigma Engineers, Inc. He received his bachelor's, master's,
and
Doctoral degrees in engineering from Lamar University. He is a structural and
architectural engineer licensed to practice in Texas,the Provinces of Alberta, British
Columbia, and Ontario, Canada. He currently serves as the Chair of the Texas Board of
Engineers and Land Surveyors overseeing all 76,000 engineers and land surveyors
throughout the State. Dr. Nejad is also one of only 20 engineers in the State of Texas
who are appointed to practice architecture by the Texas Board of Architectural
Examiners.
In 2013, Dr. Nejad was appointed by the Texas Governor to serve on the Texas Board of
Professional Engineers. Since that time, Dr. Nejad has served on several committees.
He served as chair of the licensing committee and vice-chair of the Texas Board of
Professional Engineers. In 2020, he received the high honor of being appointed by the
Governor as the chair of the Texas Board of Professional Engineers and Land
Surveyors. Dr. Nejad has been the longest-standing chair of the Planning and Zoning
Committee for the City of Beaumont. Before establishing Sigma Engineers, Dr. Nejad
served as the engineering manager for a large design- build contractor for 15 years.
Dr. Nejad has over forty years of experience designing buildings for government,
municipalities, and high-security facilities for petrochemicals, refineries, and other
industrial purposes. Sigma Engineers has completed many projects for clients such as
OCI, GoldenPass, Invista, Hunter Buildings, Natgasoline, Entergy Texas, BASF, Valero,
Motive, and ExxonMobil Chemical Company. Dr. Nejad has led Sigma with projects
which have served the Cities of Beaumont, Houston, Lumberton,Silsbee,Woodville,
Kountze,Jasper and countless more. Dr. Nejad is noted as a pioneer in designing and
constructing blast-resistant buildings.

Mr. Devin Jones joined Sigma Engineers in 2006 after graduating with his bachelor's
degree from Lamar University. He continued his education and obtained his master's
degree in engineering. Currently, Mr. Jones manages the structural design department
and is extensively experienced in designing buildings in high-wind regions.
Mr. Jones has expert knowledge in designing facilities and structures for municipal
purposes. He is a registered Professional Engineer in Texas,currently classified as a
structural and architectural engineer. Mr. Jones is now registered as a civil engineer
in Louisiana, Colorado, Tennessee, and Maine.

Mr. Suhaib Al-Abed joined Sigma Engineers after graduating with his M.S. in Civil
Engineering. He is proficient with PROKON, ETABS,Revit,and many other programs
required to create accurate models of structures and designs. Mr. Al-Abed is well-
versed in codes and standards such as ACI, AISC, and ASTM. He has expert-level
knowledge of load calculations and windstorm certifications, having performed
numerous in-field studies for industrial, municipal, and institutional clientele.

Mr. Paul Thibodeaux has over three decades of experience in architectural design,
master planning, cost estimation, and project management. He is a member of the
Society of Texas Architects. Additionally, he served as the 2009 President of the
Southeast Texas Chapter of the American Institute of Architects. Mr. Thibodeaux is a
Vietnam veteran, and his designs have led to some of the most prominent buildings in

Designing a flood-proofing system for an existing building requires a comprehensive
and detailed structural, architectural, and mechanical study of the building.
Project conditions and the owner's requirements will determine whether to use passive
or active measures; passive measures do not require city intervention and are
recommended whenever possible. Active (or emergency) measures require intervention
from city personnel. They are effective only if there is enough warning time to mobilize
the labor and equipment necessary to implement them and to evacuate safely.
The U.S. Government and FEMA have several studies explaining different levels and
methods of flood resistance or floodproofing.
Unfortunately, many advertised gimmicks on the market claim to be solutions to
floodproofing a building. They are far from an effective method or remote solution to
protecting the building and the assets.

which were turned into restaurants, dance clubs, and event centers. The project is a

Jean Laffite Hotel, Galveston - Converted a turn-of-the-century hotel into 83 luxury
apartments all while maintaining the historical designations.
Ruby Fuller Church, Port Arthur - An existing church building with a balcony that was
repurposed to a two-story state-of-the-art classroom and meeting facility for Lamar
College Port Arthur.The project's flood prevention scope was extremely important.
Previously,the church was continuously flooded. Our civil design and the site's re-
design alleviated the flooding issues. This project won two statewide awards.
Health Department Building, City of Port Arthur—This is an existing 46,000-square-foot
building designed for several government-leased offices. Sigma Engineers repurposed
it into a modern health department and medical clinic building with several impressive
entrances. The structure's roof was upgraded to withstand new windstorm
requirements, and several flood- resistant elements were incorporated into the new
design. A large generator will power the building during a hurricane event and loss of

This building was initially constructed in 1915 and was officially declared the Ruby Fuller
Educational Building in 1978. Our renovations included a new addition, selective
demolition, concrete reinforcement,architectural woodwork,installing new insulation,
metal decking,and adding a modified bituminous membrane roofing. As a Texas state
landmark,this project serves as one of our latest experiences working with a historic
structure.

Sigma has designed and overseen the construction of numerous structures across
Southeast Texas for the Hughen Center/Bob Hope Schools. Our firm was involved in the
preliminary design,permit obtainment, bidding,award support,and quality control for
each project with Bob Hope Schools. For many projects, we designed not only
classroom layouts but also restroom and lounge areas, administrative departments,
and sports/recreational fields in tandem with gymnasiums and other playground
equipment. We provided elevation calculations, review of submittals, and drawings
pertaining to earthworks, layouts, piling, structural steel, roofing, and other civil design

The KSB machine shop,offices,and training center are the largest of their kind in the United States and
is located in the Port Arthur Industrial Park. Sigma Engineers was selected from a list of 23 local and

Sabine Neches Authority Headquarters was designed to accommodate the authority's growing
needs due to the deepening and widening of the Sabine River. The 15,000 square-foot corporate
offices are a state-of-the-art building with large offices,an engineering department, an incident
command center, and a full-glass community and board room.The lobby has a large replica of an
ocean-going vessel,also designed by Sigma. Sigma Engineers also designed an elevated generator,
full sprinkler fire protection, I.T.,and a communication center to service the building.

Sigma Engineers was the firm renovated all the buildings from the turn of the century. Our firm
revitalized the structures, while designing two new restaurants Rio Rita's and Spindletop Cafe.
This project included the design of two banquet halls and a dance venue that required a
completed interior overhaul both structurally and architecturally. This was all done to comply
with higher people load in the spaces.

Sigma Engineers was selected by the City of Beaumont Convention and Visitors Bureau to
design a state-of-the-art Visitors Center for guests to the city of Beaumont to stop by and learn
about all that Beaumont has to offer. The interior was finished with remarkably detailed
finishes, and the building includes offices and a boardroom. Also catering kitchen for board
meetings was designed as well. A welcome area for visitors including a historical timeline was
incorporated to showcase the city's rich history.

Local Government Code§176.001(1-a):"Business relationship"means a connection between two or more parties
based on commercial activity of one of the parties. The term does not include a connection based on:
(A) a transaction that is subject to rate or fee regulation by a federal,state,or local governmental entity or an
agency of a federal,state,or local governmental entity;
(B) a transaction conducted at a price and subject to terms available to the public;or
(C) a purchase or lease of goods or services from a person that is chartered by a state or federal agency and
that is subject to regular examination by.and reporting to,that agency.
Local Government Code§176.003(a)(2)(A)and(B):
(a) A local government officer shall file a conflicts disclosure statement with respect to a vendor if:
(2) the vendor:
(A) has an employment or other business relationship with the local government officer or a
family member of the officer that results in the officer or family member receiving taxable
income, other than investment income, that exceeds$2,500 during the 12-month period
preceding the date that the officer becomes aware that
(i) a contract between the local governmental entity and vendor has been executed;
or
(ii) the local governmental entity is considering entering into a contract with the
vendor;
(B) has given to the local government officer or a family member of the officer one or more gifts
that have an aggregate value of more than$100 in the 12-month period preceding the date the

officer becomes aware that:
(i) a contract between the local governmental entity and vendor has been executed;or
(ii) the local governmental entity is considering entering into a contract with the vendor.
Local Government Code§176.006(a)and(a-1)
(a)A vendor shall file a completed conflict of interest questionnaire if the vendor has a business relationship
with a local governmental entity and:
(1) has an employment or other business relationship with a local government officer of that local
governmental entity,or a family member of the officer,described by Section 176.003(a)(2)(A);
(2) has given a local government officer of that local governmental entity,or a family member of the
officer,one or more gifts with the aggregate value specified by Section 176.003(a)(2)(B),excluding any
gift described by Section 176.003(a-1);or
(3) has a family relationship with a local government officer of that local governmental entity.
(a-1) The completed conflict of interest questionnaire must be filed with the appropriate records administrator
not later than the seventh business day after the later of:
(1) the date that the vendor:
(A) begins discussions or negotiations to enter into a contract with the local governmental
entity;or
(B) submits to the local governmental entity an application,response to a request for proposals
or bids, correspondence. or another writing related to a potential contract with the local
governmental entity;or
(2) the date the vendor becomes aware:
(A) of an employment or other business relationship with a local government officer,or a
family member of the officer,described by Subsection(a);
(B) that the vendor has given one or more gifts described by Subsection(a):or
(C) of a family relationship with a local government officer.
