RE: PR 24816—Approval of Memorandum of Agreement with the Regional
Organized Crime Information Center(ROCIC) .
Introduction:
The intent of this agenda item is to obtain City Council authorization for the City Manager to
formally execute a Memorandum of Agreement (MOA) between the City of Port Arthur Police
Department(PAPD) and the Regional Organized Crime Information Center(ROCIC) to
authorize PAPD personnel to utilize the ROCIC to assist in identifying, analyzing, and
disrupting organized and cross jurisdictional crime. Participation in ROCIC will enhance
investigative effectiveness, officer safety, and regional coordination.
Background:
Criminal networks frequently operate across jurisdictional boundaries, requiring coordinated
intelligence sharing. ROCIC provides secure information-sharing platforms, analytical support,
and case deconfliction services. Participation improves access to regional and national
intelligence, strengthens partnerships with local, state, and federal agencies, and reduces
duplication of investigative efforts.
The proposed MOA as shown in "Exhibit A" is entered into pursuant to the Texas Interlocal
Cooperation Act (Texas Government Code, Chapter 791) and establishes the terms, conditions,
under which authorized PAPD personnel may utilize the criminal intelligence systems.
Budget Impact:
There is no direct cost associated with ROCIC participation

Recommendation:
It is recommended that the City Council authorize the City Manager execute the Memorandum
of Agreement between the City of Port Arthur Police Department and the Regional Organized
Crime Information Center(ROCIC) authorizing participation in the Regional Organized Crime
Information Center.

RESOLUTION NO.
A RESOULUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A
MEMORANDUM OF AGREEMENT (MOA) AUTHORIZING THE POLICE
DEPARTMENT TO PARTICIPATE IN THE GULF COAST REGIONAL
INTELLIGENCE AND FUSION ENVIROMENT THROUGH THE REGIONAL
ORGANIZED CRIME INFORMATION CENTER(ROCIC)
WHEREAS, the Regional Organized Crime Information Center (ROCIC) operates as a
secure, multi-state law enforcement intelligence center that supports regional fusion efforts by
providing vetted criminal intelligence databases, analytical services, investigative support, and
specialized training; and
WHEREAS,participation in ROCIC will integrate the Port Arthur Police Department into
the Gulf Coast regional intelligence and fusion information-sharing environment, improving
coordination with neighboring jurisdictions, regional task forces, ports, and state and federal
partners; and
WHEREAS, participation in ROCIC requires execution of a Memorandum of Agreement
(MOA), attached hereto as Exhibit "A," which mandates compliance with 28 CFR Part 23 and all
applicable federal, state, and local laws governing criminal intelligence systems; and
WHEREAS, participation in ROCIC does not transfer authority operational control, or
policy oversight from the City or its Police Department and does not obligate the City to any
enforcement action beyond its legal authority.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PORT ARTHUR, TEXAS:
Section 1. That the facts and opinions I the preamble are true and correct.
Section 2. That the City Council hereby authorizes the City Manager to execute the
Memorandum of Agreement between the City of Port Arthur and the Regional Organized Crime
Information Center (ROCIC) to allow the Police Department to participate Port Arthur Police
Department to participate as part of a Gulf Coast regional intelligence and fusion information-
sharing environment as attached hereto as Exhibit "A".
Section 3. That a copy of the caption of this resolution shall be spread upon the Minutes
of the City Council.

As members of the Regional Organized Crime Information Center, all designated personnel from this
Agency shall abide by the Constitution & By-Laws that govern this organization, and follow the policies,
procedures, and guideline concerning the use of all services rendered by the Regional Organized Crime
Information Center.
This Agency also agrees to abide by the principles set forth in 28 CFR 23, §23.20."Each participating
agency, as a condition of participation, must accept in writing those principles which govern the submission,
maintenance and dissemination of information included as part of the interjurisdictional system." (48454
Federal RegisterNo1.58, No. 178, Rules and Regulations 28 CFR Part 23, §23.30 (d)(2)).
The purpose of regulation 28 CFR Part 23 is to assure that all criminal intelligence systems are utilized in
conformance with the privacy and constitutional rights of individuals. Therefore, all information submitted
to the Regional Organized Crime Information Center shall conform to 28 CFR Part 23, §23.20
(attached)and will remain the property of the submitting agency.
