RE: P.R. 24817 - Applying for FY25 LETPA Grant
Introduction:
The intent of this Agenda Item is to authorize the City Manager to apply for the FY26 State
Homeland Security Program (SHSP-L), Law Enforcement Terrorism Prevention Activity
(LETPA) Program grant.
Background:
The State Homeland Security Program, (SHSP) made announcement to solicit application for
projects that support state and local efforts to prevent terrorism and targeted violence and
prepare for the threats and hazards that pose the greatest risk to the security of Texas citizens.
The FY26 (SHSP-L) grant purpose is to support state, tribal, and local preparedness activities
that continue to build law enforcement capabilities to prevent terrorist attacks and provide law
enforcement and public safety communities with funds to support critical prevention and
protections activities.
Budget Impact:
There is no cash match requirement under the FY26 SHSP-L/LETPA program.

Recommendation:
It is recommended that City Council approve the City Manager's decision to apply for the
FY26 State Homeland Security Program (SHSP), Law Enforcement Terrorism Prevention
(LETPA) grant., as discussed and/or outline above.

RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY MANAGER TO APPLY
FOR FISCAL YEAR 2026 STATE HOMELAND SECURITY
PROGRAM (SHSP), LAW ENFORCEMENT TERRORISM
PREVENTION ACTIVITY PROGRAM (LETPA) FUNDING.
WHEREAS, the Public Safety Office (PSO), Office of the Governor, has announced
the Federal Fiscal Year 2026 State Homeland Security Program — Law Enforcement
Terrorism Prevention Activities (SHSP-L/LETPA) solicitation; and
WHEREAS, the SHSP-L/LETPA program supports projects that build law
enforcement capabilities to prevent and protect against terrorism and targeted violence; and
WHEREAS, the City of Port Arthur finds it in the best interest of its citizens to apply
for SHSP-L/LETPA funding to establish and enhance a Criminal Intelligence Center to
strengthen intelligence and information sharing, suspicious activity reporting coordination,
and terrorism prevention/interdiction support; and
WHEREAS, the SHSP-L/LETPA program has no cash match requirement; and
WHEREAS, the City Council agrees that in the event of loss or misuse of Office of
the Governor funds, the City of Port Arthur assures that the funds will be returned to the
Office of the Governor in full; and
WHEREAS, the City Council designates the City Manager as the Authorized Official
for this grant, with authority to apply for, accept, reject, alter, or terminate the grant on behalf
of the City; and
WHEREAS, the City Council designates the Director of Finance as the Financial
Officer responsible for fiscal oversight, financial reporting, and grant compliance
requirements.

NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR, TEXAS:
Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That the City Council hereby authorizes the City Manager to apply to the
Office of the Governor for Fiscal Year 2026 State Homeland Security Program (SHSP-L),
Law Enforcement Terrorism Prevention Program (LETPA) funding.
Section 3. That a copy of the Resolution shall be spread upon the Minutes of the City
Council.
READ, ADOPTED AND APPROVED on this day of March, A.D., 2026, at a
Regular Meeting of the City Council of the City of Port Arthur, Texas, by the following vote:
