RE: P.R. 24818 - Applying for FY26 State Homeland Security Grant Program
Introduction:
The intent of this Agenda Item is to authorize the City Manager to apply for the FY26 State
Homeland Security Program(SHSP).
Background:
The Office of the Governor(OOG), made announcement to solicit application for projects that
support state and local efforts to prevent terrorism and targeted violence and prepare for the
threats and hazards that pose the greatest risk to the security of Texas citizens. The FY26
(SHSP) grant purpose is to support state,tribal, and local preparedness activities that address
high-priority preparedness gaps across all core capabilities where a nexus to terrorism exists.
Budget Impact:
There is no cash match requirement under this grant program
Recommendation:
It is recommended that City Council approve the City Manager's decision to apply for the
FY26 State Homeland Security Program(SHSP) grant, as discussed and/or outline above.

RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY MANAGER TO APPLY
FOR FISCAL YEAR 2026 STATE HOMELAND SECURITY
PROGRAM (SHSP) GRANT WITH NO CASH MATCH.
WHEREAS, the Office of the Governor (OOG) posted the FY 2026 State Homeland
Security Grant Program (SHSP); and
WHEREAS, the purpose of State Homeland Security Program (SHSP) is to support
state, tribal and local preparedness activities that address high-priority preparedness gaps
across all core capabilities where a nexus to terrorism exists; and
WHEREAS, the proposed Criminal Intelligence Center (CIC) project will enhance
the City's ability to prevent, detect, and disrupt acts of terrorism through improved
intelligence analysis, interagency information sharing, suspicious activity reporting
coordination, and operational collaboration with state and federal partners; and
WHEREAS, the City Manager has the authority to apply for, accept, reject, or
terminate such grant funding on behalf of the City of Port Arthur; and
WHEREAS,the SHSP grant program has no cash match requirement; and
WHEREAS, the City Council agrees that in the event of loss or misuse of Office of
the Governor funds, the City assures that such funds will be returned to the Office of the
Governor in full; and
WHEREAS, the City Council designates the City Manager as the Authorized Official
for the grant, with full authority to apply for, accept, reject, alter, or terminate the grant on
behalf of the City; and
WHEREAS, the City Council designates the Director of Finance as the Financial
Officer responsible for fiscal oversight, financial reporting, and grant fund compliance.

NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR,TEXAS:
Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That the City Council hereby authorizes the City Manager to apply to the
Office of the Governor for Fiscal Year 2026 State Homeland Security Program (SHSP)
funding.
Section 3. That a copy of the Resolution shall be spread upon the Minutes of the City
Council.
READ, ADOPTED AND APPROVED on this day of March, A.D., 2026, at a
Regular Meeting of the City Council of the City of Port Arthur, Texas, by the following vote:
