RE: PR 248351 To ratify the Port Arthur Economic Development Corporation (PAEDC)
engaging Industrial and Commercial Maintenance (ICM) to furnish and install the
main blower motor 20 HP and fuses for the HVAC system located at 501 Procter
Street, Port Arthur, TX.
The intent of this Agenda Item is to seek the City of Port Arthur's City Council's ratification of the
PAEDC engaging Industrial and Commercial Maintenance (ICM) to furnish and install the main
blower motor 20 HP and fuses for the HVAC system located at 501 Procter Street, Port Arthur, TX.
Background:
ICM,is an awarded vendor for Buyboard Contract#638-21; and the PAEDC is contracted with them
to oversee the Preventative Maintenance of the HVAC system at 501 Procter Street. On February
19, 2026, the system ceased cooling; and ICM was called out to investigate/repair. Upon
examination, it was discovered the main blower motor 20 HP and fuses for the HVAC system had
failed
Budgetary Impact:
The budgetary impact of this item is $6,660.52 funds available in PAEDC Account No. 120-80-625-
5318-00-00-000 (Equipment Maintenance).
Recommendation:
It is recommended that the City of Port Arthur's City Council ratifies the PAEDC engaging in
Industrial and Commercial Maintenance (ICM) to furnish and install the main blower motor 20 HP
and fuses for the HVAC system located at 501 Procter St. Port Arthur, TX.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT
ARTHUR RATIFYING THE CITY OF PORT ARTHUR ECONOMIC
DEVELOPMENT CORPORATION'S ENGAGEMENT OF
INDUSTRIAL AND COMMERCIAL MAINTENANCE (ICM) OF
BEAUMONT, TEXAS TO FURNISH AND INSTALL THE MAIN
BLOWER MOTOR 20 HP AND FUSES FOR THE HVAC SYSTEM
LOCATED AT 501 PROCTER STREET, AT A COST NOT TO
EXCEED 86,660.52,FUNDS AVAILABLE IN EDC ACCOUNT NO. 120-
80-625-5312-00-00-000 (BUILDING MAINTENANCE)
WHEREAS, the Port Arthur Economic Development Corporation ("PAEDC") owns the
property located at 501 Procter Street and is obligated to maintain this property; and
WHEREAS, Industrial and Commercial Maintenance ("ICM") is the vendor PAEDC is
contracted with to oversee the preventative maintenance for the HVAC system at 501 Procter
Street; and
WHEREAS, on February 19, 2026, the system ceased cooling, and ICM was called out to
investigate and repair the HVAC system; and
WHEREAS, upon examination,it was discovered the main blower motor 20 HP and fuses
for the HVAC system had failed; and
WHEREAS, PAEDC deemed the need for emergency repairs for the public health, safety
and welfare associated with occupancy of the building; and
WHEREAS, ICM, an awarded vendor for Buyboard Contract #638-21, provided a
proposal for the necessary repair in the amount of$6,660.52 attached hereto as Exhibit"A"; and
WHEREAS, ICM received the approved proposal and has completed the necessary
repairs; and
WHEREAS, the PAEDC Board of Directors at their March 2, 2026, Board meeting
ratified the emergency engagement of [CM in the same form as the proposal attached hereto as
Exhibit "A".
NOW,THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PORT ARTHUR, TEXAS:
Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That the City Council hereby ratifies PAEDC engagement of [CM to furnish
and install the main blower motor 20 HP and fuses for the HVAC system located at 501 Procter
Street at a cost of$6,660.52. Funds available in EDC Account No. 120-80-625-5312-00-00-000
(Building Maintenance).
Section 3. That a copy of the caption of this Resolution be spread upon the Minutes of the
City Council.
READ, ADOPTED AND APPROVED on this day of A.D., 2026,
at a Meeting of the City Council of the City of Port Arthur, Texas, by the following vote:
