HomeMy WebLinkAboutPR 24824 AUTHORIZE PAYMENT FOR EMERGENCY REPAIR - GRANNIS LIFT STATION City of or r rrhu � INTEROFFICE MEMORANDUM Date: March 4, 2026 To: The Honorable Mayor and City Council Through: Ronald Burton, CPM, City Manager From: Calvin Matthews, P.E., Water Utilities Director RE: PR No. 24824—Ratify and Authorize Payment for the Emergency Repair of the Grannis Lift Station Force Main Along West Lakeshore Dr. Introduction: The intent of this Agenda Item is for the City Council to ratify the repairs and authorize the payment to Global Drilling, Inc. of Winnie, Texas for the emergency repair to the Grannis Lift Station Force Main along West Lakeshore Dr. in the amount of$250,000.00. Background: The 8-inch sanitary force main from the Grannis Lift Station has failed multiple times over the past year. The line was repaired at two locations along West Lakeshore Dr, however, after it was repaired the line immediately failed again downstream under the railroad tracks at West Lakeshore Drive and Railroad Avenue. Operating Grannis Lift Station before repairing the line would have resulted in serious TCEQ violations and pose significant risks to the public health and safety. On January 7, 2026, an Emergency Memo was issued for the repair by Global Drilling, Inc. and has since completed the repair in the amount of $250,000.00. The scope of work for the emergency repair included pre-CCTV inspection, repair of manhole, replacing of 8" HDPE pipe by pipe bursting, rehabilitation of 10" pipe by cured-in-place-pipe (CIPP) lining, bypass pumping, and restoration of the surface area including laying rock next to train tracks. Budget Impact: The budgetary impact is$250,000.00 and funding in CIP Account 405-40-000-8516-00-00-000, Project No. WS0032.OTH Recommendation: It is recommended that City Council approve PR No. 24824 ratifying and authorizing the payment of$250,000.00 for the emergency repairs as discussed/outlined above. A RESOLUTION RATIFYING THE WORK AND AUTHORIZING PAYMENT FOR THE EMERGENCY REPAIRS OF THE GRANNIS LIFT STATION FORCE MAIN LOCATED ALONG WEST LAKESHORE DRIVE IN THE AMOUNT OF $250,000.00 TO GLOBAL DRILLING,INC., OF WINNIE, TEXAS, WITH FUNDING FROM CIP ACCOUNT NO. 405- 40-000-8516-00-00-000 PROJECT NO. WS0032.OTH. WHEREAS, the 8-inch sanitary force main from the Grannis Lift Station has failed multiple times over the past year with the most recent failure of the sanitary force main at West Lakeshore Drive and Railroad Avenue, creating an immediate public health and safety issue; and WHEREAS,operating the Grannis Lift Station before repairing the force main would have resulted in Texas Commission on Environmental Quality(TCEQ) violations, further making it an issue that needed immediate repair; and WHEREAS, on January 7, 2026, an Emergency Memo was issued for the emergency repair to Global Drilling, Inc. (Exhibit"A"); and WHEREAS, Global Drilling, Inc. has completed the work which pre-CCTV inspection, repair of manhole,replacing of 8"HDPE pipe by pipe bursting,rehabilitation of 10"pipe by cured- in-place-pipe (CIPP) lining, bypass pumping, and restoration of the surface area including laying rock next to train tracks and has submitted invoice payment of$250,000.00 (Exhibit"B"); and WHEREAS,pursuant to Section 252.022(a)(1)of the Texas Local Government Code,this purchase is authorized because of a public calamity that requires the immediate appropriation of money to relieve the necessity of the municipality's residents or to preserve the property of the municipality; and WHEREAS, it is further authorized pursuant to Section 252.022(a)(2)of the Texas Local Government Code to preserve or protect the public health or safety of the municipality's residents. NOW THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR,TEXAS: THAT,the facts and opinions in the preamble are true and correct; and THAT, the City Council hereby ratifies the work and authorizes the payment to Global Drilling, Inc. Following a failure at two locations along West Lakeshore Drive yesterday, the line was repaired; however, it immediately failed again downstream under the railroad tracks at West Lakeshore Drive and Railroad Avenue. Operating the Grannis Avenue lift station before this force main is fully repaired will result in serious TCEQ violations and pose significant risks to public health and safety. To resolve this,the force main must be replaced by directional drilling a new HDPE pipe under the railroad tracks and along West Lakeshore Drive. Until the replacement is complete, the Grannis Avenue lift station and smaller facilities serving the Port and Railroad will require bypass operations via vacuum truck.
