I. INVOCATION, PLEDGE & ROLL CALL
Councilmember Beckcom gave the invocation followed with the pledge to the flag.
The City Council of the City of Port Arthur met in Special Session on Tuesday, March 10,
2026 at 4:06 p.m. in the City Council Chamber, City Hall, with the following members
present: Mayor Chalotte Moses; Mayor Pro Tern Harold Doucet; Councilmembers Willie
"Bae" Lewis, Doneane Beckcom and Thomas Kinlaw, III.; City Manager Ron Burton;
City Secretary Kelly Moore; City Attorney Roxann Pais Cotroneo, and Sergeant At Arms
Police Chief Tim Duriso.
Councilmember Tiffany Hamilton Everfield was absent from the meeting.
Councilmember Donald Frank, Sr. joined the meeting during closed session.
II. *CLOSED MEETING (EXECUTIVE MEETING)
Closed Meeting:
1. Section 551.071 (Legal Advice) - 937 Marian Anderson
Avenue, Port Arthur, Texas
The City Council recessed their meeting at 4:10 p.m. to meet in Executive Session to
consider the above-mentioned topics and reconvened their meeting at 5:12 p.m. with
the following members present: Mayor Moses; Councilmembers Beckcom, Kinlaw and
Frank; City Manager Burton; City Secretary Bellard; City Attorney Pais Cotroneo and
Sergeant At Arms Chief Duriso.
III. ADJOURNMENT OF MEETING
Upon the motion by Councilmember Beckcom, seconded by Councilmember Kinlaw and
carried unanimously, the City Council adjourned their meeting at 5:14 p.m.
An audio-tape of this meeting is on file in the office of the City Secretary and is made a
part of the official minutes of this meeting.
