By securing this equipment, we ensure our firefighters can train in a controlled, realistic environment, directly enhancing public safety and operational efficiency. Background: The Port Arthur Fire Department has identified the need to acquire a specialized training drill tower to enhance firefighter training, operational readiness, and personnel safety. A dedicated training tower provides firefighters with a controlled environment to conduct critical training exercises, including fire suppression simulations,technical rescue operations,rappelling, ladder operations, and other tactical response scenarios necessary to maintain proficiency and preparedness. The proposed training drill tower will be manufactured by Affordable Drill Towers, LLC of Jarrell, Texas, and provided through Symtech LLC under Sourcewell Master Agreement No. 102325. Symtech specializes in live-fire simulation technologies that use environmentally responsible propane or natural gas systems and are designed to comply with the National Fire Protection Association (NFPA) 1402 Standard for Facilities for Fire Training and associated training props. Chapter 271, Subchapter D of the Texas Local Government Code authorizes municipalities to participate in cooperative purchasing programs through a resolution adopted by the governing body. The Sourcewell cooperative purchasing program allows the City to procure equipment through competitively awarded contracts, eliminating the need for a separate bidding process. This investment will provide the Fire Department with a modem and durable training structure designed to support live-fire simulations and advanced training exercises. The tower will significantly enhance the department's ability to conduct realistic training evolutions while promoting firefighter safety and operational effectiveness.
