NO. 24853 — A resolution authorizing the City Manager to enter into a Contract with Agape Cleaning Enterprises, Inc., of Houston, Texas, for Janitorial Services for the Inell Ross Moore Development Services Building Located at 300 4th Street Introduction: The City Council of the City of Port Arthur is requested to consider a Resolution authorizing the City Manager to enter into a one-year contract with Agape Cleaning Enterprises, Inc., of Houston, Texas, for janitorial services at the Inell Ross Moore Development Services Building, located at 300 4th Street, Port Arthur, Texas. The contract will provide daily cleaning services necessary to maintain a clean, sanitary, and safe environment for City staff and visitors utilizing the facility. The projected annual cost for janitorial services is $11,878.68, with additional carpet- cleaning services available at $0.45 per square foot, if required. Background: The Inell Ross Moore Development Services Building serves as the primary facility for the City's Development Services operations and houses staff responsible for planning and zoning, inspections and permitting, GIS, housing and grants management, demolition, and environmental health (i.e., code enforcement) services. Routine janitorial services are necessary to ensure the facility remains clean, sanitary, and conducive to efficient operations and public interaction. Following the solicitation period, eight (8) proposals were received and publicly opened on February 4, 2026. City staff evaluated the submitted proposals against established evaluation criteria and determined that Agape Cleaning Enterprises, Inc. of Houston, Texas, submitted the highest-rated proposal and demonstrated the qualifications and capabilities necessary to provide the required services. Proposal/Contract Terms: The proposed agreement includes the following terms: • Contract Term: One (1) year • Renewal Options: Two (2)additional twelve-month renewal periods at the City's discretion • Scope of Services: Daily janitorial cleaning and maintenance of the Development Services Building as specified in the contract documents • Annual Cost: $11,878.68 • Optional Service: Carpet cleaning at $0.45 per square foot, if needed The contractor will provide all labor, materials, equipment, and supplies required to perform the janitorial services outlined in the contract specifications. Budget Impact: The annual projected budgetary impact for janitorial services is $11,878.68, with additional carpet cleaning services available on an as-needed basis. Funding for the proposed contract is available in the Planning Other Contractual Services Account: Account No.: 001-13-031-5470-00-10-000. Recommendation: It is recommended that the City Council approve P.R. WHEREAS, the Development Services Building, located at 300 4th Street, Port Arthur, Texas, requires daily cleaning to maintain a clean, sanitary, and safe environment for day-to-day city operations; and WHEREAS, on December 31, 2025, and January 7, 2026, the City advertised for proposals to obtain janitorial services for the facility as delineated in Exhibit "A"; and WHEREAS, eight (8) bids were received for the above-referenced contract on February 4, 2026, and have been evaluated by City Staff, providing Agape Cleaning Enterprises, Inc. of Houston, Texas, as the highest rated bid, as delineated in Exhibit "A"; and WHEREAS, Staff recommends that the City enter into a one (1) year contract with Agape Cleaning Enterprises, Inc. with an option for renewal for up to two (2) additional 12-month periods, as delineated in Exhibit "B"; and WHEREAS, Agape Cleaning Enterprises, Inc., of Houston, Texas, can provide carpet-cleaning services at an additional cost. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR, TEXAS: That City Council hereby authorizes the City Manager to enter into a one (1) year contract for janitorial services for the Inell Ross Moore Development Services Building, P.R.NO.24853 03/13/2026 PDL PAGE 2 OF 8 located at 300 4th Street, Port Arthur, Texas, with Agape Cleaning Enterprises, Inc. of Houston, Texas, with a projected budgetary impact of $11,878.68, in substantially the same form as attached hereto as Exhibit "A". WITNESSETH: That for and in consideration of the payment terms, conditions, and agreements set forth herein, OWNER and CONTRACTOR agree as follows: 1. The term of this contract shall be for one (1) year from the date specified in the Notice to Proceed, unless terminated under the provisions herein, with an option to renew for up to two (2)additional 12-month periods. The City can terminate this contract at its convenience, which includes, but is not limited to, funding not being available in any budget cycle within thirty (30) days' written notice. 2. The Contractor shall provide janitorial services as delineated in Attachment "A." 3. During the term of this contract, the Contractor will furnish at his own expense all of the materials, supplies, tools, equipment, labor, and other services necessary to connection therewith, excepting those supplies specifically not required of the Contractor in the Specifications. 4. The CONTRACTOR agrees to perform all the work described in the specifications and contract documents and to comply with the terms of $11,878.68 and additional carpet cleaning services at$0.45 per square foot. 5. The term "Contract Documents" means and includes the following: 1) Agreement 6. Describe your firm's capability to provide all services required(Number of employees, Janitorial equipment that will be used,etc.) Agape is confident in our ability to perform services to meet the criteria set forth in the Proposal Requirements for meeting Contract Compliance. Night Service will be performed by two cleaners, The current Project Manager over City Hall/Annex crew will also oversee the cleaner's performance in the Development Services Building. Quarterly shampoo will be performed on a scheduled weekend. Carpet spot cleaning will be done nightly. 2. Provide a description of the firm's typical approach to maintain the Development Services Building.(Number of crews working,how many per crew,how the crews will work the floors, etc.) See Organizational Chart for personnel count. Summary of Approach The key to success involves three factors: 1.) Quality Personnel 2.) Accurate Scheduling 3.) Appropriate Contract Oversight Agape has processes that ensure the above factors are in place to accomplish the best practices in all areas of the contract. Experienced Personnel knowing how to accomplish tasks and scheduled to complete them on time will make contract oversight timely. Agape experience in Port Arthur is extensive with Government entities. We admit to some less than perfect service when we entered the new market but, since then we have completed contracts to satisfactory and above levels of service. Therefore,we believe this will be a successful endeavor for both Agape and Port Arthur.
