Re: P.R. 24670 - Reject Proposals for Roof Replacement at 101 HO Mills
Boulevard
Nature of Request: The City's Purchasing Department advertised Fleet's request for the roof
replacement at 101 HO Mills Boulevard in the Port Arthur News on September 10, 2025, and
September 17,2025,and received and opened eleven(11)bids.
After evaluating all proposals, three (3) vendor bids were considered non-responsive due to not
acknowledging all addendums in the bid. The remaining eight(8)proposals exceeded the allocated
budget set forth by the department therefore all remaining bids will be rejected, and the project will
be rebid.
Background: Fleet is recommending the City of Port Arthur's City Council approve P.R. No.
24670 to reject the eleven(11) proposals received.
Recommendation: It is recommended that the City Council approve P.R.No. 24670. This resolution
would authorize the City Manager to reject and rebid on behalf of Fleet the eleven (11) proposals for
the roof replacement at 101 HO Mills Boulevard.
Budgetary/Fiscal Effect: Funding to pay for this capital project is budgeted in Fleet's capital budget.

RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY MANAGER TO REJECT
ALL PROPOSALS RECEIVED FOR THE ROOF REPLACEMENT AT
THE FLEET MAINTENANCE BUILDING LOCATED AT 101 H.O.
MILLS BOULEVARD AND TO DIRECT THE RE-ADVERTISEMENT
AND SOLICITATION OF BIDS
WHEREAS,the City of Port Arthur, through its Purchasing Department, duly advertised
for bids in The Port Arthur News on September 10, 2025, and September 17, 2025, for the roof
replacement at the Fleet Maintenance Building located at 101 H.O. Mills Boulevard; and
WHEREAS, eleven (11) proposals were timely received and publicly opened in
accordance with applicable procurement requirements, and such proposals have been reviewed
and evaluated by the Purchasing Department in coordination with the Fleet Division, as reflected
in Exhibit"A"attached hereto; and
WHEREAS, upon evaluation, three (3) proposals were determined to be non-responsive
for failure to acknowledge all issued addenda, as required by the bid specifications; and
WHEREAS,the remaining eight (8) responsive proposals were determined to exceed the
budgeted funds allocated for this project; and
WHEREAS, in accordance with established procurement practices and in the best
interest of the City, staff recommends rejecting all proposals and re-advertising the project to
promote broader competition and obtain pricing that aligns with available funding.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR,TEXAS:
THAT, the facts and opinions in the preamble are true and correct.
THAT, the City Manager is hereby authorized to reject all eleven(11)proposals received
for the roof replacement project at the Fleet Maintenance Building located at 101 H.O. Mills
Boulevard, as being in the best interest of the City.
THAT, the City Manager is further authorized to direct the re-advertisement and
solicitation of bids for the project in accordance with applicable laws, policies, and procurement
procedures.
THAT, a copy of the caption of this Resolution be spread upon the Minutes of the City
Council.
READ,ADOPTED AND APPROVED this day of A.D.
