Introduction:
The intent of this Agenda Item is to seek the City Council's approval for the City Manager to execute
the third year(final renewal)contract with Patriot Security of Nederland, Texas for the purpose of
protecting the health staff and monitoring the public who enters the building. The City Council
approved the one-year contract with Patriot Security on April 9, 2024,per Resolution No. 24-172, and
the second year(first renewal) on April 21, 2025, per Resolution No. 25-160.
Background:
Patriot Security has provided services for the City of Port Arthur's main lobby and annex building
since 2022, and the health department since April 2024.
Budget Impact:
Funds in the amount of$12,500 are budgeted in the Health Department's Other Contractual account,
001-23-061-5470-00-50-000 for FY 2026, and the request is for an additional $30,000 which is
contingent on appropriations and approval for FY 2027.
Recommendation:
The intent of this Agenda Item is to seek the City Council's approval for the City Manager to execute

RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE
THE THIRD YEAR (FINAL RENEWAL) CONTRACT WITH PATRIOT
SECURITY OF NEDERLAND, TEXAS, FOR SECURITY GUARD
SERVICES FOR THE HEALTH DEPARTMENT, IN THE BUDGETED
AMOUNT OF $12,500, WITH FUNDS AVAILABLE IN THE HEALTH
DEPARTMENT'S FY 2026 OTHER CONTRACTUAL ACCOUNT NO.
001-23-061-5470-00-50-000, AND AN ADDITIONAL $30,000,
CONTINGENT UPON APPROVAL AND APPROPRIATION OF FUNDS
IN THE FY 2027 BUDGET.
WHEREAS, one security guard is needed to maintain order and direct citizens to their
various locations within the Health Department; and,
WHEREAS, Patriot Security has provided Security Guard services for the Health
Department since March 2024; and,
WHEREAS, pursuant to Resolution No. 24-172, the City entered into a one (1) year
contract with the option to renew for two additional one year periods; and,
WHEREAS, pursuant to Resolution 25-160, the City Council renewed the contract for
the second year (first renewal), with an option to renew for one (1) additional one-year
period; and,
WHEREAS, the City of Port Arthur Health Department desires to renew the contract
with Patriot Security for the third and final year renewal.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR,TEXAS:
THAT,the facts and opinions in the preamble are true and correct.
THAT, the City Manager is hereby authorized to execute the third year (final renewal)
contract with Patriot Security of Nederland, Texas, to provide security guard services at the
Health Department, with a projected budgetary amount of $12,500 for FY 2026 in Other
Contractual Account No. 001-23-061-5470-00-50-000, and $30,000 for FY 2027, contingent
upon approval and appropriation of funds in the FY 2027 budget, in substantially the same form
as attached hereto as Exhibit"A".
THAT, a copy of the caption of this Resolution be spread upon the Minutes of the City
Council.

CONTRACT FOR
SECURITY GUARD SERVICES FOR
HEALTH DEPARTMENT
THIS AGREEMENT, made this day of 2026, by and between
the City of Port Arthur, a municipal corporation organized under the laws of the State of Texas,
hereinafter called "OWNER" or "CITY" and Patriot Security of Nederland Texas, herein acting
by and through :hereinafter called "CONTRACTOR".
WITNESSETH: That for and in consideration of the payment terms, conditions and
agreements set forth herein, OWNER and CONTRACTOR agree as follows:
1. Pursuant to Resolution No. 25-160, the City entered into the second year (first renewal)
contract with the option to renew for one (1) additional one-year period. The parties hereby
agree to exercise said option for the third year (final renewal). The term of this Contract shall
be from May 7, 2026, to May 6, 2027. The City can terminate this contract at its convenience
which includes, but is not limited to, finding not being available in any budget cycle within
fifteen(30) days written notice.
2. During, the term of this Contract, the Contractor will furnish at his own expense all of the
materials, supplies, tools, equipment, labor and other services necessary to connection
therewith, excepting those supplies specifically not required of Contractor.
3. The CONTRACTOR agrees to perform all the work described in the specifications and
contract documents and to comply with terms therein for the amounts of$21.75 per hour
and $32.63 per hour for overtime.
4. The term "Contract Documents" means and includes the following:
a) Agreement
b) Bid *
c) Addenda 1 and 2 *
d) General Information *
c) Specifications *
f) Notice of Award
g) Notice to Proceed
*These items were attached to the original letting contract.
5. This Agreement shall be binding upon all parties hereto and their respective heirs, executors,
administrators, successors and assigns.
6. IN WITNESS WHEREOF,the parties hereto have executed, or caused to be executed by their duly
authorized officials,this Agreement in(2 copies) each of which shall be deemed an original on the
date first above written
