"Bob"Bowers Civic Center To: The Honorable Mayor and City Council Through: Ron Burton, City Manager From: Adam J Saunders, Civic Center Dir RE: Proposed Resolution No. 24874 PURPOSE: To request City Council authorization for the City Manager to execute a contract with Marsh Waterproofing, Inc. of Vidor, Texas, for roof replacement at the Sabine Pass Community Center in the amount of$65,000.00.Approval of this item will allow the City to proceed with necessary repairs to maintain the integrity and usability of the Sabine Pass Community Center, thereby supporting continued public service and minimizing the risk of further structural damage. The Sabine Pass Community Center, operated by the City's Civic Center Department, requires replacement of its existing roof due to deterioration and to ensure the continued safe use of the facility by the public. The Civic Center Department collaborated with LaBiche Architectural Group of Beaumont, Texas, to develop the project scope and specifications. The project was publicly advertised by the Purchasing Division on February 25 and March 4, 2026, in accordance with applicable procurement requirements. Bids were received and opened on March 18, 2026. Four (4) responsive bids and one (1) non- responsive submission were received. After evaluation by LaBiche Architectural Group and City staff, Marsh Waterproofing, Inc. was determined to be the lowest responsive and responsible bidder. Awarding this contract to the lowest responsive and responsible bidder ensures cost efficiency while addressing a necessary capital improvement to a City facility. BUDGETARY AND FISCAL EFFECT: The total cost of the project is $65,000.00. Funding is available in Account No. 307-15-043- 8512-00-10-000, Project No. BU0030.CON. P.R.
