No. 24886 authorizing the City Manager through the Pleasure Island Department, to purchase through Premier Wireless Business Technology Solutions, of Houston, Texas, through TIPS Cooperative Purchasing Contract No. 24101, for the shipping, handling, installation, activation,project management and managed services of(8)all in one battery communications systems, (4) solar panels, (5) Pan Tilt Zoom cameras, (3) two channel cameras, (4) non-solar chargers, (16) camera licenses, (16) storage cards, (1) remote Pan Tilt Zoom camera and (4) License Plate Reader licenses on Pleasure Island in the projected budgetary amount of $167,754.00. Background: As Pleasure Island undergoes revitalization, enhancing security has become a critical priority. Recent improvements, including the renovation of both restroom facilities in Lakefront Park, the installation of the photo opportunity feature, upgrades to the playground and renovations to Buildings A and B at the marina, require proper protection. Additionally, key areas such as the North and South levees, the boat launch on Lakefront Drive and a location that has developed into an illegal dumping site would benefit from surveillance coverage. By implementing an updated camera system and partnering with PAPD, Pleasure Island can continue to grow into a safer and more enjoyable destination. A RESOLUTION AUTHORIZING THE CITY MANAGER TO PURCHASE, THROUGH PREMIER WIRELESS BUSINESS TECHNOLOGY SOLUTIONS OF HOUSTON, TEXAS, VIA TIPS COOPERATIVE PURCHASING CONTRACT NO. 240101, CERTAIN CAMERA AND LICENSE PLATE READER EQUIPMENT AND RELATED SERVICES FOR PLEASURE ISLAND, INCLUDING ALL-IN-ONE BATTERY COMMUNICATION SYSTEMS, SOLAR PANELS, CAMERAS, CHARGERS, LICENSES,, AND STORAGE, ALONG WITH SHIPPING, HANDLING, INSTALLATION, ACTIVATION, PROJECT MANAGEMENT, AND MANAGED SERVICES, IN AN AMOUNT NOT TO EXCEED $167,754.00; FUNDING AVAILABLE IN ACCOUNT NUMBER 450-00-000-8522-00-00- 000 PROJECT NUMBER PI0013.EQU.CAM WHEREAS, the City of Port Arthur, through its Pleasure Island Department, continues to implement revitalization efforts on Pleasure Island, including improvements to public facilities and infrastructure; and WHEREAS, such improvements, including renovations to Lakefront Park restroom facilities, marina structures, playground enhancements, and other public amenities necessitate enhanced security measures to protect public assets and promote public safety; and WHEREAS, the installation of an integrated surveillance system, including cameras and license plate reader technology, at strategic locations such as the north and south levees, boat launch areas, and other high-traffic or vulnerable sites, will assist in deterring criminal activity, addressing illegal dumping, and supporting law enforcement efforts; and WHEREAS, Chapter 271, Subchapter F of the Texas Government Code authorizes municipalities to participate in cooperative purchasing programs as an alternative to competitive bidding; and WHEREAS, pursuant to Resolution No. 12-008, the City Council approved participation in The Interlocal Purchasing System (TIPS) through Region VIII Education Service Center, thereby authorizing the procurement of goods and services through competitively awarded TIPS contracts; and WHEREAS, Premier Wireless Business Technology Solutions, Houston, Texas, is an approved vendor under TIPS Contract No. 240101 and has submitted a proposal, attached hereto as Exhibit "A," for the provision of camera systems, license plate reader equipment, and associated components and services; and WHEREAS, the proposed scope of work includes, but is not limited to, the provision, delivery, installation, activation, project management, and ongoing managed services for all-in- P. No. 24886 4/1/26 gd- tnr one battery communication systems, solar panels, pan-tilt-zoom cameras, multi-channel cameras, charging systems, software licenses, storage devices, and license plate reader technology; and WHEREAS, the total cost for said equipment and services is in an amount not to exceed $167,754.00, with funding available in Account No. 450-00-000-8522-00-00-000, Project No. PI0013.EQU.CAM. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR, TEXAS: SECTION 1. That the facts and opinions in the preamble are true and correct. SECTION 2. That the City Manager, through the Pleasure Island Department, is herein authorized to procure, through the TIPS Cooperative Purchasing Program (Contract No. 240101), from Premier Wireless Business Technology Solutions, Houston, Texas, the following: (8) all in one battery communications systems, (4) solar panels, (5) Pan Tilt Zoom cameras, (3) two channel cameras, (4) non-solar chargers, (16) camera licenses, (16) storage cards, (1) remote Pan Tilt Zoom camera and (4) License Plate Reader licenses; in an amount not to exceed $167,754.00.
