Introduction:
This Agenda Item is to seek the City Council's authorization for the City Manager to enter into
a contract with Global Drilling, Inc. of Winnie,Texas, for the Miscellaneous Waterline projects
on Procter Street and 661 Street in a total amount of$90,500.00.
Background:
The waterlines in the area around Procter Street and 6th Street have experienced several breaks
and need to be replaced to restore safe, reliable water flow. The City reached out to three
companies for project quotes, and Global Drilling, Inc. of Winnie, Texas, was the lowest
responsible bidder at $90,500.00. The scope of work for the project will be the replacement of
the existing broken 6" waterlines, 12" gate valves, and a 6" gate valve between 5th Street and
Procter Street, including installing the waterlines, replacing the valves, and rehabilitating all
associated services connections, appurtenances, all necessary labor, materials, equipment, and
testing. Per Texas Local Government Code 252.021, competitive sealed bids are not required
because the expenditure is less than$100,000.00. Furthermore, as per Texas Local Government
Code 252.0215, the City sought a historically underutilized business in the county that could
perform the work,but was unable to find one.
Budget Impact:
The total amount of the project is $90,500.00. Funding is available in Account No. 405-40-000-
8516-00-00-000, Project No. WS0032.OTH.
Recommendation:
It is recommended to enter into a contract with Global Drilling, Inc. from Winnie,Texas, for the
Miscellaneous Waterline projects on Procter Street and 6th Street with a total amount of
$90,500.00, as discussed and/or outlined above.

A RESOLUTION AUTHORIZING THE CITY MANAGER
TO ENTER INTO A CONTRACT WITH GLOBAL
DRILLING, INC. OF WINNIE, TEXAS FOR THE
MISCELLANEOUS WATERLINE PROJECTS ON
PROCTER STREET AND 6TH STREET, IN THE TOTAL
AMOUNT OF $90,500.00; FUNDS ARE AVAILABLE IN
ACCOUNT NO. 405-40-000-8516-00-00-000, PROJECT NO.

WHEREAS, the City of Port Arthur maintains and operates a public water distribution
system essential to the health, safety, and welfare of its residents. The City's aging water
distribution infrastructure requires repairs and improvements to continue providing safe and
reliable water to residents; and
WHEREAS, segments of the existing waterline infrastructure in the vicinity of Procter
Street and 6th Street have experienced repeated failures, resulting in service disruptions and
necessitating prompt replacement to ensure safe and reliable water delivery; and
WHEREAS,pursuant to Texas Local Government Code § 252.021(a), competitive sealed
bidding is not required for expenditures not exceeding $100,000.00; and
WHEREAS, City staff solicited competitive quotations from qualified contractors for the
completion of such improvements, and Global Drilling, Inc., of Winnie, Texas, submitted the
lowest responsible quote in the amount of$90,500.00, as more particularly described in Exhibit
"A"; and
WHEREAS, consistent with Texas Local Government Code § 252.0215, the City made a
good faith effort to identify historically underutilized businesses capable of performing the work
but did not identify any such qualified firms within the county; and
WHEREAS, the proposed project scope includes, but is not limited to, the removal and
replacement of existing deteriorated 6-inch waterlines, installation of 12-inch and 6-inch gate
valves,rehabilitation of associated service connections and appurtenances, and the provision of all
labor, materials, equipment, and testing necessary for a complete and operational system; and
WHEREAS, the anticipated duration of the project is six(6) months; and
WHEREAS, sufficient funds are available and appropriated in Account No. 405-40-000-
8516-00-00-000, Project No. WS0032.OTH, for the completion of this project.
NOW THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PORT ARTHUR,TEXAS:

THAT,the facts and opinions in the preamble are true and correct; and,
THAT, the City Manager is hereby authorized and directed to execute a six-month
contract,in substantially the same form attached as Exhibit B,with Global Drilling,Inc.of Winnie,
Texas,for the Miscellaneous Waterline Projects on Procter Street and 6th Street,in the total amount
of$90,500.00; and,
THAT, funding for the contract authorized herein shall be provided from Account No.
405-40-000-8516-00-00-000, Project No. WS0032.0TH.; and,
THAT, a copy of the caption of this Resolution be spread upon the Minutes of the City
Council.

THIS AGREEMENT,made this _day of ,2026,by and between the CITY OF PORT
ARTHUR, a municipal corporation organized under the laws of the State of Texas, hereinafter called
"OWNER", and Global Drilling, Inc.,hereinafter called"CONTRACTOR".
WITNESSETH: That for and in consideration of the payments,terms,conditions,and agreements
set forth herein, OWNER and CONTRACTOR agree as follows:
1. The CONTRACTOR will commence and complete the construction of MISCELLANEOUS
WATERLINE PROJECTS-PROCTER AND 6TH STREET.
2. The CONTRACTOR will furnish at his own expense all the materials, supplies, tools, equipment,
labor, and other services necessary for the construction and completion of the Project described
herein.
3. The Contractor shall complete the WORK within 180 consecutive calendar days; the work shall
commence from the execution of the agreement.
4. The CONTRACTOR agrees to perform all the Work described in the Contract Documents and
comply with the terms therein for the sum of $90,500.00,include the Base Bid, Alternate A and
Alternate B, as shown in the Bid Schedule.
5. The term "CONTRACT DOCUMENTS" means and includes the following:
(A) Agreement
(B) BID Proposal
(C) Scope of Work
Scope of Work prepared or issued by City Staff.
6. The OWNER will pay to the CONTRACTOR in a manner and at such times as outlined in
the General Conditions such amounts as required by the Contract Documents.
7. This Agreement shall be binding upon all parties hereto and their respective heirs,executors,
administrators,successors,and assigns.
IN WITNESS WHEREOF, the Parties hereto have executed, or caused to be executed by their
duly authorized officials, this Agreement in two (2) copies, each of which shall be deemed an

SCOPE OF WORK
SCOPE OF WORK
CITY OF PORTARTHUR
MISCELLANEOUS WATERLINE PROJECTS-
PROCTER AND 6TH STREET.
GENERAL
This contract provides for the replacement of existing broken 6"waterlines, 12"gate valve, and 6"
gate valve between 5th Street and Procter Street, including installing the waterlines,replacing the
valves, and rehabilitating all associated service connections, appurtenances, all necessary labor,
materials, equipment,and testing.
SPECIFIC
This contract shall include all necessary labor, materials, equipment, tools, inspection, testing, and
superintendence required for the complete and operable rehabilitation of the proposed project as
shown on the contract plans and specifications. This contract includes, but is not limited to the
following:
1. The Contractor shall replace approximately 220 linear feet of 6" diameter waterline by
directional drill with an 8" SDR-17 HDPE water line with a hot tap on an existing 12" AC
waterline, all in accordance with the plans and specifications.
2. The Contractor shall install the related connections to the new 8" waterline to 12" and 6"
waterline, including an 8"Tee, 8" C-900 PVC pipe, 8x6 tee, two 8x6 reducers, 6"valve for
Fire Hydrant, 6" C-900 PVC with city-supplied Fire Hydrant, all in accordance with the
plans and specifications.
3. The Contractor shall remove and replace one 12" gate valve on 12" AC waterline, all in
accordance with the plans and specifications.
4. The Contractor shall remove and replace one 6" gate valve on 6" AC waterline, all in
accordance with the plans and specifications.
CONDITIONS ALONG THE ROUTES
The Contractor's attention is called to various physical conditions along the routes asfollows.
1. Overhead power lines are located near or within the project site. The Contractor shall notify
the proper authorities at least 72 hours before construction begins. The Contractor shall take
precautions to avoid damage to power lines, foundations, guywires, and appurtenances. The
Contractor shall observe all applicable OSHA and owner requirements while working near
overhead power lines, including restrictions on equipment height.
2. Underground utilities and pipelines exist near or within the project area. During construction,
the Contractor shall take the necessary precautions to avoid damaging the existing utilities
within the limits of the project site.
3. All construction activities affecting public streets shall include appropriate work zone traffic
control, including signs, barricades, channelizing devices, and flagging operations as
required.
SPECIAL REQUIREMENTS
The Contractor shall contact the operations manager, Barry Burn, at(409) 983-8557 prior to
starting any work on the project site.
The Contractor shall restore all project locations to their original condition or better prior to the
project completion.
The Contractor's schedule for completing all work, including restoration, shall be 180 days from
the execution of the agreement.
