RESOLUTION NO.
A RESOLUTION APPOINTING A CHARTER ADVISORY COMMITTEE
AND SETTING FORTH PROCEDURAL GUIDELINES FOR SAID
COMMITTEE.
WHEREAS, on February 10, 2026 the City Council adopted Resolution No. 25-061
establishing a Charter Advisory Committee; and
WHEREAS, the City Council of the City of Port Arthur has determined that it is
necessary to review and amend the Charter of the City of Port Arthur; and
WHEREAS, it will be necessary to make a thorough study of said Charter to
determine all needed changes and revisions that may be necessary to bring the City's
Charter up to date in all respects to the end that it will serve the citizens of Port Arthur in a
more practical and realistic manner and in accordance with State law, thereby creating a
necessity for the appointment of a City Charter Advisory Committee; and
WHEREAS, each Councilmember shall make two appointments to this Advisory
Committee, with the names being submitted to the City Secretary by June 30, 2026; and
WHEREAS, each appointee shall serve until December 31, 2026; and
WHEREAS, the City Council has determined to appoint a City Charter Advisory
Committee composed of the respective nominees of each Councilmember set forth on the
list attached as Exhibit "A"; and
WHEREAS, the procedural guidelines for the City Charter Advisory Committee are
set forth below; and

WHEREAS, the City Council deems it in the best interest of the citizens of Port
Arthur to schedule the first City Charter Advisory Committee meeting at 3:00 p.m. on
October 13, 2026, in the Conference Room, Fifth Floor, City Hall, 444 Fourth Street, Port
Arthur, Texas. The Committee will meet thereafter on the second and fourth Tuesday of
each month through December 8, 2026.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PORT ARTHUR:
Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That the City Council hereby appoints a City Charter Advisory
Committee composed of the respective nominees of each Councilmember set forth on the
list attached as Exhibit"A".
Section 3. That the procedural guidelines are set forth in Exhibit "B". The
purpose and duties of the Committee are listed below:
1. To study and report to the City Council any changes to be made to the
Charter of the City of Port Arthur that it may deem advisable.
2. To submit the Committee's findings and recommendations to the City Council
for further study.
3. To assist in framing such amendments, as are approved by the City Council,
to be placed on a charter change election.
4. To assist in promoting and enlightening the citizens of Port Arthur as to what
the amendments to the Charter will mean to them as citizens of Port Arthur.

Section 4. That said City Charter Advisory Committee Members shall serve
without compensation.
Section 5. That the first City Charter Advisory Committee meeting will be held at
3:00 p.m. on October 13, 2026, Fifth Floor Conference Room, City Hall, 444 Fourth Street,
Port Arthur,Texas. The Committee will meet thereafter on the second and fourth Tuesday
of each month through December 8, 2026.
Section 6. That a copy of this Resolution be dispatched to the Chairman of the
Committee.
Section 7. That a copy of the caption of this Resolution shall be spread upon the
Minutes of the City Council.

Procedures for Charter Advisory Committee
1. The committee will follow Robert's Rules of Order in conducting their meeting;
2. A quorum will consist of eight members;
3. A quorum must be present in order to conduct a meeting;
4. Committee members are required to study the charter prior to each session; and
5. The committee will study and report their findings and recommendations to the
City Council by December 15, 2026.
