RE: P.O. 7409—FY25-26 Budget Amendment No. 07
Introduction:
A budget amendment is requested to increase appropriations in the Texas Water Board Fund
(TWDB) 404 and upon request from the Economic Development Corporation (EDC) (120).
Background:
The City of Port Arthur received a loan for $16,415,000 from TWDB and new expenditures
since passage of the 4B ballot measure.
Budget Impact:
Increased appropriations in the TWDB Fund (404) by $16,415,000 by use of newly acquired
Certificates of Obligation and Principal Forgiveness from TWDB and in the EDC Fund (120)
by $5,326,412.
Recommendation:
It is recommended that the City Council approve Proposed Ordinance 7409 to amend the budget
as discussed/outlined above.

Re: Budget Amendment Request—$5,326,412.00 (PAEDC)
Mayor and City Council Members of the City of Port Arthur:
The Port Arthur Economic Development Corporation (the"PAEDC") is requesting Council's
consideration and approval of a budget amendment in the amount of $5,326,412.00.
The purpose of this amendment is to provide$3,300,000.00 to support 4B initiatives per
Ordinance No.25-47,with the remaining $2,026,412.00 allocated to support 4A initiatives.
Funding source and impact:The requested amendment will be funded from the PAEDC's fund
balance.
Requested action: Approve an ordinance amending the PAEDC budget by $5,326,412.00
funded by PAEDC fund balance.
Account numbers:
• 4B Development: 120-80-625-5473-00-00-000 (3,300,000.00)
• 4A Development: 120-80-625-5478-00-00-000 (2,026,412.00)

AN APPROPRIATION ORDINANCE AMENDING THE CITY OF
PORT ARTHUR BUDGET FOR THE FISCAL YEAR BEGINNING
OCTOBER 1, 2025 AND ENDING SEPTEMBER 30, 2026,
INCREASING THE TEXAS WATER DEVELOPMENT BOARD
FUND (404) BY $16,415,000 AND AMENDING THE ECONOMIC
DEVELOPMENT CORPORATION FUND (120) FOR THE FISCAL
YEAR BEGINNING OCTOBER 1, 2025 AND ENDING
SEPTEMBER 30,2026 BY$5,613,412.
WHEREAS, in accordance with Article XII, Section 2, of the City Charter, the Director of
Finance ensures that budget appropriations are not exceeded; and
WHEREAS, the City Council may make budget amendments for municipal purposes under
Section 102.010 under the Texas Local Government Code; and
WHEREAS, on September 23, 2025,the City Council approved and adopted Ordinance 25-57,
which appropriated the 2025-2026 budget; and
WHEREAS, on October 21, 2025,the City Council approved and adopted Ordinance 25-65,
which, amended the appropriated 2025-2026 budget; and
WHEREAS,on November 18, 2025, the City Council approved and adopted Ordinance 25-69,
which amended the appropriated 2025-2026 budget; and
WHEREAS, on December 2, 2025,the City Council approved and adopted Ordinance 25-70,
which amended the appropriated 2025-2026 budget; and
WHEREAS,on December 16, 2025, the City Council approved and adopted Ordinance 25-77,
which amended the appropriated 2025-2026 budget; and
WHEREAS, on January 27, 2026, the City Council approved and adopted Ordinance 26-02,
which amended the appropriated 2025-2026 budget; and
WHEREAS,on February 24, 2026,the City Council approved and adopted Ordinance 26-08,
which amended the appropriated 2025-2026 budget; and

WHEREAS, on September 23, 2025, the City Council approved and adopted Ordinance 25-58,
which appropriated the 2025-2026 budget; and
WHEREAS,the City was awarded a loan from the Texas Water Development Board; and
WHEREAS,the Port Arthur Economic Development Corporation Board approved to amend the
budget appropriation; and
WHEREAS,Exhibit"A" shows the fund changes and subsequent revised budget appropriation.
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
PORT ARTHUR,TEXAS:
Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That the following Fund's Budget be increased as shown:
