AN ORDINANCE OF THE CITY OF PORT ARTHUR,TEXAS,ADDING CHAPTER
14, BOARDS, AUTHORITIES, COMMISSIONS AND COMMITTEES, ARTICLE
XXV,SECTIONS 14-705 THROUGH 14-709,OF THE CODE OF ORDINANCES,
CREATING THE SABINE PASS EMERGENCY PREPAREDNESS ADVISORY
COMMITTEE,ESTABLISHING ITS QUALIFICATIONS,DUTIES,POWERS,AND
ADMINISTRATION. (REQUESTED BY MAYOR MOSES)
WHEREAS,the City of Port Arthur,Texas,is a home-rule municipality in the State of Texas("City");
and
WHEREAS, the City Council requests the creation of the Sabine Pass Emergency Preparedness
Advisory Committee("Committee")to enhance citizen understanding,communication,emergency
preparedness, mitigation, response, and recovery efforts between the City and the residents and
occupants of Sabine Pass; and
WHEREAS,the Committee shall be composed of nine members.The mayor shall appoint all members
subject to approval by the City Council. Members shall serve two-year staggered terms; and
WHEREAS, the Committee will act in an advisory capacity; and
WHEREAS, the Committee's structure, meeting times, and location will be coordinated by the
appointed Chairperson, the City Manager or his appointed designee. The Chairperson shall be
selected by the Mayor; and
WHEREAS, it is deemed in the best interest of the citizens of Port Arthur to adopt this ordinance
establishing the Sabine Pass Emergency Preparedness Advisory Committee.
Now THEREFORE,BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR,TEXAS:
SECTION 1. That the facts and recitals above are true and correct.
SECTION 2. That Chapter 14 Boards,Authorities,Commissions and Committees,Article XXV.
Sabine Pass Emergency Preparedness Advisory Committee,Sections 14-705 through
14-709 of the Code of Ordinances of the City of Port Arthur, Texas, are hereby
added to read as follows:

Sec. 14-705. Created.
There is created a Sabine Pass Emergency Preparedness Advisory Committee. The
committee shall be comprised of nine members. The mayor shall appoint all
members and its vacancies to the committee subject to approval by the City Council.
Members of the advisory committee shall serve without compensation, and all
members of such committee shall be subject to removal at the will and pleasure of
the city council. Members shall serve a two-year term after the initial board is
appointed. Initially,five members will serve a two-year term,and four members will
serve a one-year term. The purpose is to provide staggered terms of office, so that
expired terms occur in different years.
Sec. 14-706. Qualifications.
To serve on the Sabine Pass Emergency Preparedness Advisory Committee, the
mayor may appoint a member from each of the following:
(1) Resident of Sabine Pass;
(2) Resident of the City of Port Arthur;
(3) Port Arthur Fire Department;
(4) Port Arthur Police Department;
(5) City's Office of Emergency Management;
(6) Public Health Services;
(7) Jefferson County representative;
(8) Mayor or Mayor Pro Tern; and
(9) Local industry representative.
Sec. 14-707. Duties.
The duties of the Sabine Pass Emergency Preparedness Advisory Committee shall be
advisory in nature to the City. Its duties among others shall be:
(1) Provide advice on emergency preparedness, mitigation, response and
recovery efforts for Sabine Pass residents and occupants;
(2) Identify risks specific to Sabine Pass and its coastal area for emergency
response and recovery;
(3) Prepare an emergency evacuation and recovery plan for Sabine Pass residents
and occupants;
(4) Actively support measures that enhance emergency preparedness for Sabine
Pass; and
(5) Provide quarterly advisory reports to the city council.
Sec. 14-708. Powers.
The Sabine Pass Emergency Preparedness Advisory Committee will meet quarterly
or as required by the chairman, the mayor, or the city manager. Because the
committee is advisory, a quorum is not required to conduct business.

Sec. 14-709. Administration.
The City Manager or his appointed designee will administer this article and advise
the committee on matters submitted to it.
SECTION 3. This Ordinance shall take effect immediately from and after the date of passage and
is so resolved.
SECTION 4. That a copy of the caption of this Ordinance shall be spread upon the Minutes of the
City Council.
