R#24893) Introduction: The intent of this Agenda Item is to seek the City Council's approval for the City Manager to execute the One-Year Grant award to the City of Port Arthur Health Department's Environmental Health division to complete the Self-Assessment of All(SA9)and a Comprehensive Strategic Plan(CSIP). This grant will help the City of Port Arthur Health Department remain consistent with meeting the national food safety standards, assist with food safety training courses, and improve how inspections are done. Background: The City of Port Arthur Health Department received similar grant funds in 2018 and 2022. Budget Impact: The grant total is $8,500. All funds will be utilized in Environmental Health for training and travel. Recommendation: The intent of this Agenda Item is to seek the City Council's approval for the City Manager to execute the Contract Agreement between the City of Port Arthur and the National Environmental Health Association-FDA. A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE THE GRANT AGREEMENT BETWEEN THE CITY OF PORT ARTHUR AND THE NATIONAL ENVIRONMENTAL HEALTH ASSOCIATION (NEHA)-U.S. FOOD AND DRUG ADMINISTRATION GRANT PROGRAM IN THE NOT TO EXCEED AMOUNT OF $8,500. FUND 101-23-061-5440-00-50-000. WITH NO CASH MATCH REQUIRED. WHEREAS, the National Environmental Health Association (NEHA), in partnership with the U.S. Food and Drug Administration (FDA), administers a grant program to support local environmental health programs; and WHEREAS, the City of Port Arthur Health Department, through its Environmental and Consumer Health Division, has been awarded grant funding in an amount not to exceed $8,500.00, to be accounted for in Fund 101-23-061-5440-00-50-000, with no cash match required; and WHEREAS, such grant funds will be used to support staff training and professional development, including attendance at educational conferences, completion of the Self- Assessment of All Nine Standards (SA9), and the development of a Comprehensive Strategic Improvement Plan; and WHEREAS, these activities will enhance the City's ability to meet and maintain national food safety standards, improve food safety training programs, and strengthen inspection practices to better protect the public health, safety, and welfare of the community; and WHEREAS, the City of Port Arthur Health Department has previously and successfully participated in similar grant programs in 2018 and 2022; and WHEREAS, the City Council finds that acceptance of this grant and execution of the associated agreement serve a valid public purpose and provide a direct benefit to the citizens of Port Arthur. NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF PORT ARTHUR, TEXAS: Section 1. That the facts and preamble are true and correct. Section 2. That the City Manager and the Director of Health are hereby authorized to execute the Grant Agreement with the National Environmental Health Association (NEHA)- U.S. Food and Drug Administration in substantially the same form as the attached Exhibit "A." Section 3. That a copy of the caption of this Resolution be spread upon the Minutes of the City Council. Base Grant Requirement Once awards under the NEHA-FDA RFFM Grant Program have been made,all grantees must complete their Base activities (specified either in their active Development Base Grant or Maintenance and Advancement Base Grant) to remain eligible for Optional Add-Ons and Grants (Training funds, Mentee funds,Mentor grants). If Base activities are not substantially completed by the end of the Project Period, both Base and Add-On funding may be in jeopardy of cancellation. Travel Costs Travel costs should adhere to the general guidelines found in the NEHA-FDA RFFM Grant Guidance.
