Background: Under the Atlanta Waterline Replacement project contract the City is responsible to isolate the laterals to allow the Contractor to perform the tie-ins necessary to complete the new 20-inch waterline installation. However, due to the aging water distribution infrastructure, existing waterline valves are not providing full shutoff necessary to perform the tie-ins. The project had 12 remaining tie-ins that required the installation of 13 insert valves in order to isolate the laterals to perform the tie-ins. On December 10,2025, an Emergency Memo was issued for the installation of the insert valves by Global Drilling,Inc because of existing water leaks with the potential of boiling water notices. The work was completed in the amount of$275,000.00 which included the installation of two 12"insert valves, one 8" insert valve, and ten 6" insert valves. Budget Impact: The budgetary impact is$275,000.00 and funding in CIP Account 405-40-000-8516-00-00-000, Project No. WS0032.OTH Recommendation: It is recommended that City Council approve PR No. 24879 ratifying the work and authorizing the payment of$275,000.00 for the emergency contract as discussed/outlined above. A RESOLUTION RATIFYING THE WORK AND AUTHORIZING PAYMENT FOR THE EMERGENCY CONTRACT TO INSTALL INSERT VALVES NECESSARY FOR THE COMPLETION OF THE ATLANTA WATERLINE PROJECT IN THE AMOUNT OF $275,000.00 TO GLOBAL DRILLING, INC., OF WINNIE, TEXAS, WITH FUNDING FROM CIP ACCOUNT NO. 405-40-000-8516-00-00-000 PROJECT NO.WS0032.OTH. WHEREAS, as per Resolution No. 24-021, City Council approved the Atlanta Waterline project which consisted of the construction of 4,600 linear feet of 20-inch HDPE waterline to replace the existing 16-inch AC waterline; and WHEREAS, as per the project contract, the City is responsible to isolate the laterals to allow the Contractor to perform the tie-ins necessary to complete the new 20-inch waterline installation; and WHEREAS, due to the City's aging water distribution infrastructure, existing waterline valves are not providing full shutoff necessary to perform tie-ins, and, as such, required the installation of insert valves to perform the tie-ins; and, WHEREAS, on December 10, 2025, an Emergency Memo was issued for an emergency contract for the installation of the insert valves by Global Drilling, Inc. because of existing water leaks with the potential of boiling water notices(Exhibit"A"); and WHEREAS, Global Drilling, Inc. has completed the installation of two 12" insert valves, one 8" insert valve, and ten 6" insert valves and has submitted invoice payment of$275,000.00 (Exhibit"B"); and WHEREAS,pursuant to Section 252.022(a)(1)of the Texas Local Government Code,this purchase is authorized because of a public calamity that requires the immediate appropriation of money to relieve the necessity of the municipality's residents or to preserve the property of the municipality; and WHEREAS, it is further authorized pursuant to Section 252.022(a)(2) of the Texas Local Government Code to preserve or protect the public health or safety of the municipality's residents. NOW THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR,TEXAS: THAT,the facts and opinions in the preamble are true and correct; and THAT, the funding from CIP Account 405-40-000-8516-00-00-000, Project No. WS0032.OTH; and PR No. 24879 3/4/26 cm Page 2 of 3 THAT,the City Council hereby ratifies the emergency contract and authorizes the payment to Global Drilling, Inc. The Atlanta Waterline project consists of the construction of 4,600 feet of 20-inch HDPE water line to replace the existing 16-inch A/C line,which is at the end of its useful life and is experiencing excessive breaks and leaks.This line is the main supply line to the downtown area of the City of Port Arthur. The contractor on the project,Global Drilling,has installed the main line and has been working to complete the tie-ins of the line to the existing lateral lines that cross it in the alleyways from 18th Street to Procter Street. Under the contract,City forces have the responsibility to isolate the laterals to allow the Contractor to perform the tie- ins.City Crews have been working to perform these isolations but have been hampered by line valves not providing full shutoff and leaking after attempts to operate due to the age of the valves. The project has 12 remaining tie-ins that cannot be isolated with the existing valves.These tie-in locations will require the installation of insert valves and line stops to provide the required line closures.City crews cannot install these products as they are licensed by their manufacturers to specific companies to provide service. Emergency approval is requested of the City Manager to hire Global Drilling to provide for the installation of the required insert valves and line stops at these locations.
