City Manager— Operations Development Services Manager RE: P. R. #24972 Introduction: The intent of this agenda item is to seek the City Council's approval of P. R. #24972 for Amendment#3 for the contract between the City of Port Arthur and Catholic Charities. Background: To address the need for homelessness assistance and supportive services, Congress appropriated $5 billion in American Rescue Plan funds to be administered through the Home Investment Partnerships (HOME) program to perform four activities that must primarily benefit qualifying individuals and families who are homeless, at risk of homelessness, or in other vulnerable populations. These activities include: (1) development and support of affordable housing; (2) tenant-based rental assistance (TBRA); (3) provision of supportive services; and (4) acquisition and development of non-congregate shelter units. The Department of Housing and Urban Development states that HOME-ARP funds must be fully expended by September 30, 2030. Unspent funds after this date will be recaptured by the U. S. Treasury. Resolution#23-295 approved $105,018.00 of HOME Investment Partnerships American Rescue Plan (HOME-ARP) funding to Catholic Charities. Resolution 25-286 amended the HOME-ARP contract expiration date from July 10,2025,to July 09,2026.Resolution 25-372 increased Catholic Charities' HOME-ARP budget from $105,018.00 to $106,144.00. Amendment#3 will extend the HOME-ARP contract expiration date from July 09, 2026, to July 8, 2028. The amendment will allow additional time for completion of required HOME-ARP program eligibility activities, including income verification and collection, review, and approval of all required client documentation and to complete HOME-ARP Grant close-out procedures and time to expend the remaining balance of$51,754.91.No additional funding is requested or required for completion of the project or administration of the program. Essex RESOLUTION NUMBER A RESOLUTION APPROVING THE HOME INVESTMENT PARTNERSHIPS AMERICAN RESCUE PLAN PROGRAM (HOME-ARP) CONTRACT AMENDMENT#3 BETWEEN THE CITY OF PORT ARTHUR AND CATHOLIC CHARITIES. THE AMENDMENT WILL EXTEND THE CONTRACT EXPIRATION DATE FROM JULY 09,2026,TO JULY 08,2028. NO ADDITIONAL FUNDING IS REQUESTED OR REQUIRED FOR COMPLETION OF THE PROJECT OR ADMINISTRATION OF THE PROGRAM. ACCOUNT#108-13- 033-5470-00-40-000; PROJECT#HMEARP2. WHEREAS, Congress appropriated approximately $5,000,000,000.00 through the American Rescue Plan Act ("ARPA") to be administered by the United States Department of Housing and Urban Development("HUD")through the HOME Investment Partnerships American Rescue Plan Program ("HOME-ARP") to address the need for homelessness assistance and supportive services for qualifying individuals and families who are homeless, at risk of homelessness, or otherwise members of vulnerable populations; and, WHEREAS, HOME-ARP funds may be utilized for eligible activities including: (1) development and support of affordable housing; (2) tenant-based rental assistance ("TBRA"); (3) provision of supportive services; and (4) acquisition and development of non-congregate shelter units; and, WHEREAS, pursuant to Resolution # 23-295 the City Council approved a HOME-ARP Agreement in the amount of $105,018.00 between the City of Port Arthur and Catholic Charities; and, WHEREAS, pursuant to Resolution 25-286, the City Council approved Amendment #1 the HOME-ARP extending the term from July 10, 2025, to July 09, 2026. City Council subsequently approved Amendment#2 via,Resolution 25-372 which increased Catholic Charities' HOME-ARP budget; and, WHEREAS, Amendment #3, attached hereto as Exhibit "A", will extend the contract expiration date from July 09, 2026, to July 08, 2028. The Amendment will allow additional time for completion of required HOME-ARP program eligibility activities, including income verification and collection, review, and approval of all required client documentation and to complete HOME-ARP Grant close-out procedures and to expend the remaining balance of $51,754.91; and, WHEREAS, the City Council finds that approval of Amendment No. 3 is in the best interest of the City of Port Arthur and will further the public purpose of providing homelessness assistance and supportive services to eligible residents. NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR,TEXAS: Section 1. That,the facts and opinions in the preamble are true and correct. 11, P. R.#24972 05/22/2026 M. Essex Section 2. That, the City Council of the City of Port Arthur hereby approves the HOME- ARP contract amendment#3 between the City of Port Arthur and Catholic Charities. Section 3. That, the City Council deems it is in the best interest of the City to approve and authorize the City Manager and the Director of Catholic Charities to amend the contract to change the contract completion date from July 09, 2026, to July 08, 2028. No additional funding is requested or required for completion of the project or administration of the program. Section 4. That,a copy of the caption of this Resolution be spread upon the minutes of the City Council. READ, ADOPTED, AND APPROVED this day of A.
