Duriso, Chief of Police S RE: PO 7429-Retirement and transfer of ownership of Police Canine "Jago" Introduction: The intent of this Agenda Item is to seek the City Council's approval for the retirement of police canine"Jago" from service with the Port Arthur Police Department. Background: "Jago" is a 3-year-old Dutch Shepard that the police department has owned for approximately 1 year and has been under the control of Officer Morrison during his police career. Due to behavioral and safety concerns, including excessive aggression and failure to appropriately respond to commands, the canine has been deemed unsuitable for continued deployment in law enforcement operations. Based upon these concerns,the Police Department is recommending retirement of the canine from active service. Budget Impact: The is no budgetary impact associated with the retirement of Police Canine "Jago". Recommendation: It is recommended that the City Council approve the retirement of police canine "Jago" from service with the Port Arthur Police Department. AN ORDINANCE AUTHORIZING THE RETIREMENT OF POLICE CANINE "JAGO" FROM SERVICE WITH THE PORT ARTHUR POLICE DEPARTMENT WHEREAS, the Police Department has a police canine known as "Jago" that has been in service for the City of Port Arthur for the past year and is assigned to Officer Chad Morrison; and WHEREAS, Police Canine "Jago" has reached the end of his service life with the Police Department; and WHEREAS, the canine due to behavioral and safety concerns, including excessive aggression and lack of responsiveness to commands, has been deemed unsuitable for continued law enforcement service; and WHEREAS, the retirement of Police Canine "Jago" will not result in any budgetary impact to the City of Port Arthur. NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR, TEXAS: Section 1. That the facts and opinions in the preamble are true and correct . Section 2 . That the City Council of the City of Port Arthur hereby authorizes the retirement of police canine "Jago" from service with the Port Arthur Police Department, at no cost to the City of Port Arthur. Section 3 . That a copy of the Ordinance shall be spread upon the Minutes of the City Council .
