Background: The wastewater collection system's aging infrastructure needs improvements necessary to ensure public safety. The Sanitary Sewer System Rehabilitation Contract No. 2 project was designed by Golden Triangle Consulting Engineers and City Staff. This proposed resolution continues to rehabilitate the city-wide sanitary sewer lines listed in the Attorney General's Temporary Injunction. On March 18 and March 25,2026,the Purchasing Division advertised for bids for the City-Wide Sanitary Sewer Line Rehabilitation Contract No. 2 and opened bids on April 15,2026. City staff evaluated the bids, and King Solutions, Inc. of Houston, Texas, was the lowest responsible bidder. Budget Impact: The total contract budgetary amount is $1,391,213.00. Funds are available in Capital Improvements Projects Account No. 405-40-000-8516-00-00-000, Project No. WS0016.CON. Recommendation: It is recommended that the City Council approve Proposed Resolution No. 24955, authorizing the City Manager to execute a contract with King Solutions,Inc.of Houston,Texas,for the City- Wide Sanitary Sewer Line Rehabilitation Project No. 2 as described/outlined above. OF HOUSTON, TEXAS, FOR THE CITY-WIDE SANITARY SEWER LINE REHABILITATION PROJECT NO. 2, WITH A TOTAL BUDGETARY AMOUNT OF $1,391,213.00. FUNDS ARE AVAILABLE IN THE WATER UTILITIES CAPITAL IMPROVEMENTS PROJECTS ACCOUNT NO. 405-40-000- 8516-00-00-000, PROJECT NO. WS0016.CON. WHEREAS,the wastewater collection system's aging infrastructure needs improvements necessary to ensure public safety; and, WHEREAS, as per Resolution No. 24-259, City Council approved the first city-wide sanitary sewer system rehabilitation project; and, WHEREAS, the Sanitary Sewer System Rehabilitation Contract No. 2 project was designed by Golden Triangle Consulting Engineers and City Staff to continue with the city-wide sanitary sewer lines rehabilitation listed in the Attorney General's Temporary Injunction; and, WHEREAS, on March 18 and March 25, 2025, the Purchasing Division advertised for bids for the City-Wide Sanitary Sewer Line Rehabilitation Project No. 2 (Exhibit"A"); and, WHEREAS, the City received and opened five bids on April 15, 2026, and after being evaluated by City Staff, the lowest responsive bid for the project was King Solutions, Inc. of Houston, Texas in the total amount of$1,391,213.00 (Exhibit"B"); and, WHEREAS, the Water Utilities Department is recommending the contract with King Solutions, Inc. for the City-Wide Sanitary Sewer Line Rehabilitation Project No. 2, with a total budgetary amount of$1,391,213.00. NOW THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR, TEXAS: THAT,the facts and opinions in the preamble are true and correct; and, P.R.
