RESOLUTION NO.
A RESOLUTION APPOINTING AND/OR REAPPOINTING A MEMBER
OR MEMBERS TO THE PORT ARTHUR POLICE CHIEF ADVISORY
COMMITTEE (REQUESTED BY COUNCILMEMBERS JONES AND
LEWIS)
WHEREAS, pursuant to Ordinance No. 17-05, the City Council of the City of Port
Arthur established the Port Arthur Police Chief Advisory Committee ("Committee"); and
WHEREAS, the Committee is composed of citizens of the City of Port Arthur. The
Mayor and each Councilmember are authorized to appoint two (2) citizens of Port Arthur to
serve on the Committee for terms of one (1) year, and in the event a member is unable to
complete a term, the appointing official shall designate a replacement to serve the remainder of
the unexpired term; and
WHEREAS, the powers, duties, and responsibilities of the Committee are set forth in
Chapter 14, Article XXIII, Sections 14-691 through 14-694 of the Code of Ordinances of the
City of Port Arthur; and
WHEREAS, the current composition of the Committee is reflected in Exhibit "A"
attached hereto; and
WHEREAS, the scheduling and coordination of Committee meetings shall be
administered through the Office of the Chief of Police; and
WHEREAS, Councilmember Jones desires to remove Clay Roy as his District 2
appointee and appoint Belinda Mouton to serve the remainder of the unexpired term; and
WHEREAS, Councilmember Lewis desires to reappoint Joan Jones as his District 1
appointee for an additional term.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR,TEXAS:
Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That the City Council hereby approves the appointment and reappointment
of the following individuals to the Port Arthur Police Chief Advisory Committee, as more fully
reflected in Exhibit"B" attached hereto and incorporated herein:
1. Belinda Mouton—appointed by Councilmember Jones to serve the remainder of the
unexpired term for District 2; and

2. Joan Jones —reappointed by Councilmember Lewis as District 1 appointee for a one-
year term.
Section 3. That this Resolution shall become effective immediately upon its passage and
adoption.
READ, ADOPTED, AND APPROVED this day ofJune, 2026 at a Regular
Meeting of the City Council of the City of Port Arthur, Texas,by the vote: AYES:
