RESOLUTION NO.
A RESOLUTION APPOINTING A MEMBER TO THE PORT
ARTHUR YOUTH ADVISORY COUNCIL (YAC) (REQUESTED
BY COUNCILMEMBER CAL JONES)
WHEREAS, the Texas Municipal League convened the first Texas Youth Advisory Commission
Summit in 2001 to encourage youth participation in municipal government and civic leadership; and
WHEREAS,the City Council of the City of Port Arthur,Texas, established the Port Arthur Youth
Council pursuant to Ordinance No. 02-048; and
WHEREAS, the City Council subsequently amended the name of the Port Arthur Youth Council
to the Port Arthur Youth Advisory Council("YAC")pursuant to Ordinance No. 02-063;and
WHEREAS, Chapter 14, Article XXII, Section 14-682 of the Code of Ordinances of the City
of Port Arthur authorizes members of the City Council to appoint qualified youth representatives to
serve on the Youth Advisory Council and to perform the duties and functions prescribed therein; and
WHEREAS, the City Council finds that the appointment of qualified youth representatives
promotes civic responsibility, leadership development, and meaningful participation by the youth of
Port Arthur in municipal affairs; and
WHEREAS, former District 2 Councilmember Tiffany H. Everfield previously made
appointments to the Youth Advisory Council during her term of office, as reflected in Exhibit "A"
attached hereto; and
WHEREAS, Councilmember Cal Jones has succeeded to the District 2 City Council seat and
desires to appoint Mr. Jadin Marcel to serve as the District 2 representative on the Port Arthur Youth
Advisory Council, as reflected in Exhibit "B" attached hereto; and
WHEREAS, all other current appointments to the Port Arthur Youth Advisory Council shall
remain unchanged and shall continue for the remainder of their respective terms.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PORT ARTHUR,TEXAS:
Section 1. That,the facts and opinions in the preamble are true and correct.
Section 2. The City Council recognizes the youth of Port Arthur as a valuable resource whose
participation contributes to the present and future growth,leadership, and development of the community.

Section 3. The City Council hereby approves the appointment of Mr. Jadin Marcel to the Port
Arthur Youth Advisory Council as the District 2 appointee of Councilmember Cal Jones, as reflected in
Exhibit"B" attached hereto.
Section 4. All remaining appointments to the Port Arthur Youth Advisory Council shall remain in
full force and effect for the duration of their respective terms unless otherwise modified by subsequent
action of the City Council.
Section 5. That, a copy of this Resolution be spread upon the minutes of the City Council.
