RE: P.R. NO. 24989—A resolution authorizing the City to accept donations,
contributions of goods, services, and money from industry, commercial
sponsors and community groups in support of the City of Port Arthur's Winter
Event
Background:
The City of Port Arthur plans to host its annual Winter Event on December 12, 2026, in
downtown Port Arthur. The event is intended to provide a festive and family-oriented
community celebration that promotes holiday spirit, civic engagement, and increased
community participation throughout the downtown area.
In support of the event, local industries, commercial sponsors, civic organizations, businesses,
and members of the community have expressed an interest in contributing monetary donations,
sponsorships, and in-kind services or goods to assist with event-related activities and expenses.
The acceptance of donations and sponsorships will assist the City in offsetting costs associated
with the Winter Event while enhancing the quality and scope of activities offered to residents
and visitors.
All donations and contributions accepted pursuant to this resolution will be administered in
accordance with applicable laws, City financial policies, and established municipal accounting
procedures.
Budget Impact:
The Winter Event will be conducted within approved budgetary parameters. Donations and
sponsorships received will help reduce the overall financial impact to the City while supporting
a successful community event. Monetary contributions will be deposited into Account No. 001-
00-000-4740-00-00-000 and used solely for expenses associated with the Winter Event.
Recommendation:
Staff recommends that the City Council approve P.R. No. 24989 authorizing the City Manager,
or designee, to accept donations, sponsorships, and in-kind contributions of goods and services
in support of the City of Port Arthur's 2026 Winter Event scheduled for December 12, 2026.

A RESOLUTION AUTHORIZING THE CITY MANAGER
TO ACCEPT DONATIONS, SPONSORSHIPS,AND IN-KIND
CONTRIBUTIONS OF GOODS, SERVICES, AND FUNDS
FROM INDUSTRY PARTNERS, COMMERCIAL
SPONSORS, COMMUNITY ORGANIZATIONS, AND
PRIVATE CONTRIBUTORS IN SUPPORT OF THE CITY OF
PORT ARTHUR'S 2026 WINTER EVENT TO BE HELD ON
DECEMBER 12, 2026; AUTHORIZING THE DEPOSIT OF
ALL MONETARY CONTRIBUTIONS INTO ACCOUNT NO.
001-00-000-4740-00-00-000
WHEREAS,the City of Port Arthur intends to host its annual Winter Event on December
12, 2026, as a community celebration designed to promote civic engagement, family-oriented
activities, holiday spirit, and increased community participation within downtown Port Arthur;
and,
WHEREAS, local industries, businesses, commercial sponsors, civic organizations, and
members of the community have expressed a desire to provide financial sponsorships and in-kind
contributions in support of the Winter Event; and,
WHEREAS, the City Council recognizes that partnerships between the City and
community stakeholders serve a valid public purpose by enhancing community events and
reducing the financial burden on taxpayers; and,
WHEREAS, the City Council further finds that authorizing the acceptance of donations,
sponsorships, and in-kind contributions for the Winter Event is in the best interest of the City and
will assist in providing a successful, safe, and enjoyable event for the citizens of Port Arthur; and,
WHEREAS, all monetary donations and in-kind contributions accepted pursuant to this
Resolution shall be administered and accounted for in accordance with applicable laws, City
policies, and standard municipal financial procedures.
NOW,THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PORT ARTHUR,TEXAS:
THAT the facts and opinions in the preamble are true and correct.
THAT the City Council hereby authorizes the City Manager, or designee, to accept
monetary donations, sponsorships, and in-kind contributions of goods and services from industry
partners, commercial sponsors, civic organizations,businesses, and private contributors in support
of the City of Port Arthur's 2026 Winter Event scheduled for December 12, 2026.

THAT all monetary contributions received pursuant to this Resolution shall be deposited
into Account No. 001-00-000-4740-00-00-000 and utilized solely for expenditures associated with
the Winter Event, including, but not limited to, decorations, entertainment, event logistics,
supplies, promotional materials, and related event expenses.
THAT a copy of the caption of this Resolution is spread upon the Minutes of the City
Council.
