Introduction:
A budget amendment is requested to increase appropriations in the Water and Sewer Fund(405)
outlined in PR25001.
Background:
The City received notification from the Texas Division of Emergency Management (TDEM)
regarding the issuance of a sub-grant under the Hazard Mitigation Grant Program(HMGP),DR-
4572, Hurricane Laura FEMA grant, for the purchase and installation of generators.
Standby generators at the Utility Service Center and Pleasure Island Lift Station are essential to
ensure uninterrupted operations and maintain critical utility and wastewater services during
power outages. These generators are necessary to protect public health, safety, and
infrastructure.
Budget Impact:
This amendment will increase appropriations in the Water and Sewer Capital Fund (405) by
$161,628 and transfer the funds to the Hazard Mitigation Fund(154)in the amount of$161,628.
Recommendation:
It is recommended that the City Council approve Proposed Ordinance 7434 to amend the budget
as discussed/outlined above.

ORDINANCE NO.
AN APPROPRIATION ORDINANCE AMENDING THE CITY OF
PORT ARTHUR BUDGET FOR THE FISCAL YEAR BEGINNING
OCTOBER 1, 2025 AND ENDING SEPTEMBER 30, 2026, BY
TRANSFERRING $161,628 FROM THE WATER AND SEWER
CAPITAL FUND (FUND 405) TO THE HAZARD MITIGATION
FUND (FUND 154).
WHEREAS, in accordance with Article XII, Section 2, of the City Charter, the Director of
Finance ensures that budget appropriations are not exceeded; and
WHEREAS, the City Council may make budget amendments for municipal purposes under
Section 102.010 under the Texas Local Government Code; and
WHEREAS, on September 23, 2025, the City Council approved and adopted Ordinance 25-57,
which appropriated the 2025-2026 budget; and
WHEREAS,on October 21, 2025, the City Council approved and adopted Ordinance 25-65,
which, amended the appropriated 2025-2026 budget; and
WHEREAS,on November 18, 2025, the City Council approved and adopted Ordinance 25-69,
which amended the appropriated 2025-2026 budget; and
WHEREAS, on December 2, 2025, the City Council approved and adopted Ordinance 25-70,
which amended the appropriated 2025-2026 budget; and
WHEREAS, on December 16, 2025, the City Council approved and adopted Ordinance 25-77,
which amended the appropriated 2025-2026 budget; and
WHEREAS, on January 27, 2026, the City Council approved and adopted Ordinance 26-02,
which amended the appropriated 2025-2026 budget; and
WHEREAS,on February 24, 2026, the City Council approved and adopted Ordinance 26-08,
which amended the appropriated 2025-2026 budget; and
WHEREAS,on May 5, 2026 the City Council approved and adopted Ordinance 26-21, which
amended the appropriated the 2025-2026 budget; and

WHEREAS, on May 19, 2026 the City Council approved and adopted Ordinance 26-28, which
amended the appropriated the 2025-2026 budget; and
WHEREAS, increasing appropriations to the Water and Sewer Fund (405) by $617,628 then
transferring to the Hazard Mitigation Fund (154)by$161,628 will provide the necessary funds in the FY
2025-2026 budget to address the funding requirements; and
WHEREAS, Exhibit "A" shows the fund changes and subsequent revised budget
appropriation.
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
PORT ARTHUR, TEXAS:
Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That the following Fund's Budget be increased as shown:

Section 3. That Section 4 of Ordinance 25-57 is amended to read:
That there be and is hereby appropriated the sum of Forty Million One Hundred Sixty-One
Thousand Six Hundred Twenty-Eight Dollars ($40,161,628) for the Water and sewer Fund (405) and
Twenty-Two Million Five Hundred Sixty-One Thousand Six Hundred Twenty-Eight Dollars
($22,561,628) for the Hazard Mitigation Fund (154),
